Death Investigation- 3700 block of Astrozon Blvd. On November 6, 2018, at approximately 3:12 PM, officers with the Colorado Springs Police Department responded to the 3700 block of Astrozon Boulevard on a reported found body. Upon arrival, officers located an adult female in a field, off trail with an apparent traumatic injury. The Colorado Springs Fire Department arrived and confirmed the on-scene death. The Colorado Springs Police Department’s Violent Crimes Section responded to the scene and assumed responsibility for this investigation. Identity Theft Investigation In a joint investigation between the local FBI Safe Streets Task Force, the Colorado State Patrol, and the Colorado Springs Police Department, information was developed regarding an individual suspected of Identity Theft. Initial investigation revealed in the early 1990s, the suspect, 67 year old Deborah Lester, assumed the name of a deceased child in Texas. The child died in a tragic accident in the 1960s. Lester obtained fraudulent identity documents of the deceased child; and for the past 28 years, used them to obtain identity documents in at least two states under the assumed identity of this person. Lester has had at least two marriages, possibly more, across multiple states under different names. On October 31, 2018, Lester was taken into custody without incident and charged with Identity Theft. On November 5, 2018 at around 6:50 AM, CSPD officers were dispatched to a shots fired call in the 100 block of Coleridge Avenue. Initial information revealed that a male wearing a black mask and dark clothing was shooting a rifle in the parking lot. The male then fled on foot. Officers immediately responded and began searching for the suspect. Witness statements were obtained and the male suspect was identified as 37 year old Jesus Molina. Mr. Molina shot at an unoccupied vehicle (photo attached) in the parking lot but no one was injured as a result of the shots being fired. Officers were able to follow up information regarding Mr. Molina and tracked him to a location near Carefree/Powers. Mr. Molina was taken into custody without incident. Mr. Molina was charged with domestic violence related charges as well as Felony Menacing and multiple other charges. Follow Twitter for suspect photo. UPDATE: Homicide 100 block of North Cascade. The El Paso County Coroner’s Office has identified the deceased male who was found with an apparent gunshot wound on November 1, 2018, in the 100 block of North Cascade Avenue. The victim was identified as Jaylon Morgan, 26 years of age and a resident of Colorado Springs. Mr. Morgan’s death is the 28th homicide investigated by the Colorado Springs Police Department in 2018. The City of Colorado Springs investigated 27 homicides at this time last year. This continues to be an active investigation. The Colorado Springs Police Department’s Violent Crimes Homicide Unit obtained an arrest warrant on the charge of Murder in the Second Degree for 27 year old Timothy Key. Key is described as a Black male 5’7”, 175 pounds with black hair and brown eyes. Key has been identified as the individual responsible for the shooting which occurred in the 100 block of North Cascade on 11/01/18. On 11/02/18 Timothy Key turned himself in to authorities at the El Paso County Criminal Justice Center. Follow Twitter for photo and updates, as appropriate. On October 31, 2018, at approximately 11:14 PM, the Colorado Springs Police Department was notified of an auto-pedestrian crash just north of the intersection of North Academy Boulevard and Austin Bluffs Parkway. Upon arrival of the responding officers, it was determined the pedestrian died of his injuries and the involved vehicle left the scene. The Colorado Springs Police Department’s Major Accident Unit responded to the scene and assumed responsibility for this investigation. The investigation discovered the pedestrian, 44 year old Christopher J. Seal of Colorado Springs, was attempting to cross North Academy Boulevard westbound when he was struck by a dark colored sedan traveling southbound. Mr. Seal was not crossing in a crosswalk when he was hit. Witnesses described the suspect vehicle as a dark colored sedan with circular tail lights. It left southbound on North Academy Boulevard. The investigation into this crash continued throughout the day on November 1, 2018, eventually leading detectives to the location of the suspect vehicle. This vehicle, a black 2005 Chevrolet Impala, was found under a tarp, without license plates. The driver of the vehicle was identified shortly thereafter and taken into custody. He is identified as 26 year old Robert M. Valencia of Colorado Springs. He will be charged with one count of Accidents Involving Death, a Class 3 Felony. Mr. Seal’s death is the 44th traffic related death in Colorado Springs this year. This count surpasses the record number of 43 traffic related deaths in a calendar year for the City of Colorado Springs, which was set in 1986. The Colorado Springs Police Department appreciates the assistance of concerned citizens, helping to bring this case to a quick resolution. This investigation is continuing. Unknown Substance at USPS on south 8th Street On November 1, 2018, at approximately 0715 hours the CSFD responded to 1540 S. 8th Street, The United States Post Office location, for a medical alarm. En route, E13 Officer obtained information from the "on-board" call taker screen regarding white powder and a reaction by employees to the white powder, which directly prompted the Lieutenant to request a full Hazmat response. The response included Battalion Chief 1, Battalion Chief 7, Colorado Springs Police Department, Hazmat 14, Decontamination Unit 20, Engine 3, Engine 5, AMR 700 (Field Supervisor), three (3) AMR Ambulances, City Bus (for warmth of the non-exposed employees- 20 total), and the many other city partners who assist in making the event move forward safely; such as, Colorado Springs Utilities, and City Barricades. Triage efforts identified four (4) USPS employees who were exposed to the white substance and experienced an allergic reaction. The victims were gross-decontaminated on the scene with water from the apparatus and were kept in an isolated area until hazmat members could obtain more information. Two of the victims were experiencing an increase in symptoms, so it was decided to transport the victims to an area hospital as a precautionary move in case of intensifying allergic reactions, preempting any respiratory distress. The Hazmat Entry Team moved into the "hot zone" on the exterior of the building at the SW side. The package was previously taken outside by USPS employees after the package failure and left it in that spot. CSFD Command and the Hazmat Team had to consider this a criminal event until it is ruled non-criminal. With this in mind, the entry team photographed (in place) the product, packaging, and labels on the package which were relayed to the remaining Hazmat Team members inside of the hazmat apparatus where all information gathered is cross-checked against a hazmat database. The process for testing the substance inside the “hot zone” is a 6-step process to rule out any lethal substances. The results came back as negative and as a non-lethal substance. The powder was identified as a "pre-workout" formula which is manufactured in Korea. This scene was deemed a non-criminal event and units from all agencies began demobilization at approximately 1040 hours. The USPS leadership was on scene quickly to oversee the investigation and remained in place with Command until CSFD declared the substance to be non-lethal. Any questions regarding the USPS response, operations and, findings should be directed to that organization for comment.
