Before we review the arrests made during our sobriety check point operation, we wish to remind you that we advertise the fact that we are conducting these checkpoints. Our goal would be not to make any arrests - meaning that nobody is driving intoxicated. However..... There were five (5) DUI Arrests tonight. - four (4) Went "Bye Bye as they were Driving High" - one (1) was Alcohol related. - (1) person was found to have an outstanding Arrest Warrant. - seven (7) narcotics charges. - two (2) Suspended License charges - one (1) Having no license charge - one (1) pursuit & foot chase ending with two (2) subjects arrested for Engaging in Pursuit, Interfering, and Evading Responsibility. This week’s “Just the Facts” segment discusses the timeframe of May 11-17, 2018. With respect to proactive motor vehicle activity, there were 66 traffic stops. Of the 66 stops, 19 vehicle operators received verbal warnings, 40 received written warnings, 4 received an infraction, 1 received a summons, 1 was arrested for Driving Under the Influence, and 1 was found to have committed a drug offense. There were 4 custodial arrests. Police Officers spent much of their time this week working on a range of investigations that included the topics of Disturbances, Larcenies, and Suspicious Persons/Vehicles. We also responded to 10 motor vehicle accidents and 20 burglar alarms. In our Emergency Communication Center there were 680 incoming phone calls. 72 of which were "911" calls and 608 were calls to one of our ten digit lines. (Many emergency calls are answered on ten digit lines). The center also placed 223 business related outgoing calls. The Department responded to 19 Medical Emergencies this past week. Hello Old Saybrook!! At 3PM today we began training our Police Officers in the use of our new “body cams” AND we deployed three of the new vehicles!! The Department has had video systems in our patrol vehicles for well over two decades. The systems have evolved from actually having a VCR tape (if your under 18 please google that) that sat in a camera that took up most of the front passenger seat area to a small camera that is used today. As you may remember from last year’s budget discussions, the new patrol vehicles are equipped with the same in vehicle video system (Watchguard) we have had for years, but now instead of police officers wearing just body microphones that integrated with the vehicle’s camera system, they are now wearing cameras and microphones that integrate with the vehicle’s camera system. We are confident that the use of this proven technology will make our Department’s Operation even more transparent to the public, allowing us to be more accountable to our community. We commend our dedicated Law Enforcement Personnel in supporting this enhancement. It is important to know that ONLY Police Officers who are dedicated to the Patrol function will be wearing body cameras. None of the School Resource Officers will be equipped with a body camera. Patrol Officers that are issued body cameras have very strict rules on the camera’s use and operation. The State of Connecticut provides mandatory “policy” language with respect to this technology. So if you are interacting face to face with a Police Officer - Smile! - you might just be on camera!!! Stay safe Old Saybrook!!

This week's "Just the Facts" segment discusses the timeframe of May 4 - 10, 2018. With respect to proactive motor vehicle activity, there were 82 traffic stops. Of the 82 stops, 16 vehicle operators received verbal warnings, 49 received written warnings, 8 received an infraction, 1 received a summons, 3 were arrested for Driving Under the Influence, 2 were found to have committed a drug offense and 3 were arrested on warrants or violations of protective orders discovered as a result of the traffic stop. There were 11 custodial arrests. Police Officers spent much of their time this week working on a range of investigations that included the topics of Vehicle Burglaries, Disturbances, Larcenies, and Suspicious Persons/Vehicles. We also responded to 6 motor vehicle accidents and 13 burglar alarms. We were involved in two vehicle pursuits. In our Emergency Communication Center there were 733 incoming phone calls. 88 of which were "911" calls and 645 were calls to one of our ten digit lines. (Many emergency calls are answered on ten digit lines). The center also placed 313 business related outgoing calls. The Department responded to 25 Medical Emergencies this past week. The Department is investigating numerous vehicle burglaries in the area of George Drive and Old Colony Road. IF YOU THINK YOUR CAR WAS BURGLARIZED - DO NOT TOUCH IT!! Please call the Department without delay. 860-395-3142 Old Saybrook police have one individual in custody for these vehicle burglaries and apprehended the person after a vehicle and then foot pursuit. The vehicle pursuit began on George Drive at around 3:25 this morning and ended on Spencer Plains Road. The vehicle in the pursuit was stolen from Ansonia. The vehicle pursuit ended when the fleeing vehicle attempted to ram an Old Saybrook Police Vehicle and then rammed a Connecticut State Police Vehicle. The suspects then fled on foot. One person was taken into police custody after a foot pursuit. The person in custody is from West Haven. One person remains at large. There were no injuries to anyone involved. The Department is recovering many of the items stolen from vehicles. This remains a very active investigation.

With respect to proactive motor vehicle activity, there were 72 traffic stops. Of the 72 stops, 17 vehicle operators received verbal warnings, 39 received written warnings, 7 received an infraction, 5 received a summons, and 3 were found to have committed a drug offense. There were 13 custodial arrests. Police Officers spent much of their time this week working on a range of investigations that included the topics of Disturbances, Fraud, Harassment, investigation of an internet predator and Suspicious Persons/Vehicles. We also responded to 6 motor vehicle accidents and 17 burglar alarms. In our Emergency Communication Center there were 613 incoming phone calls. 72 of which were "911" calls and 541 were calls to one of our ten digit lines. (Many emergency calls are answered on ten digit lines). The center also placed 182 business related outgoing calls. The Department responded to 21 Medical Emergencies this past week. Sorry we missed you last week - we were working hard to get the town back to normal following the storm on March 7-8. This week’s “Just the Facts” segment discusses the timeframe of March 7-15, 2018. As you can see when big storms visit Old Saybrook, our Emergency Communications Center has an increased call volume as well as an increase in calls reporting traffic hazards, trees down, wires down and impassable roads ......(about 119 extra calls!) With respect to proactive motor vehicle activity, there were 42 traffic stops. Of the 42 stops, 11 vehicle operators received verbal warnings, 26 received written warnings, 4 received an infraction, and 1 received a summons. There were 3 custodial arrests. Police Officers spent much of their time this week working on a range of investigations that included the topics of narcotics, harassment, fraud, and suspicious persons/vehicles. We also responded to 11 motor vehicle accidents and 27 burglar alarms. In our Emergency Communication Center there were 804 incoming phone calls. 120 of which were "911" calls and 684 were calls to one of our ten digit lines. (Many emergency calls are answered on ten digit lines). The center also placed 407 business related outgoing calls. The Department responded to 36 Medical Emergencies this past week. There are now less than 300 customers without power in Old Saybrook!!! For those 300 customers, Eversource knows who you are and are working to get your power back on. The Declaration of a Local State of Emergency has been rescinded by the First Selectman. As power begins to get restored today and tomorrow some customers may have additional storm damage to their own electrical service system that is preventing them from getting their power back. For those customers that have damage to the equipment they own, Eversource will now provide electricians to fix these issues at no cost to the customer. The photo shows which Equipment Eversource owns and which equipment the customer is normally responsible for. If you have damage to the equipment you are normally responsible for, contact the Police Department to provide your name and address. We will forward that to Eversource. The Police Department phone number is 860-395-3142. If you have no power, there's no damage to your electrical equipment on your house, and your neighbor has no power, placing your name on this list will NOT cause you to get your power on any quicker......(sorry) Hang in there everyone, there are many crews in town!!! Eversource is focusing on areas where the most customers can be restored at a time and where people have well water. (No power means no water for well water residents) We are here to help!!!

Many of our Town residents remain without power. For a large majority of these residents no power means no water. Therefore the Town will once again be opening a resource center at the Old Saybrook Senior High School. The resource center will open at 4 PM and remain open until 8 PM. The resource center will offer hot showers, charging stations, WiFi access, and warm shelter. There will also be water hoses available for you to fill water containers to bring clean water home. This will be the only opportunity today for you to take advantage of these resources. You may also visit the YMCA in Westbrook. The Town continues to communicate to Eversource our sincere concerns regarding roads blocked with wires and trees, wires down and power outages. We are optimistic that we will begin to see all blocked roads cleared this evening and some power restoration. So if you are in need of a hot shower, a charging station, wifi access, warm shelter, or clean water please come to the resource center at the Old Saybrook Senior High School, 1111 Boston Post Road between the hours of 4 pm and 8 pm. You public safety officials will be happy to assist you.

Good Morning Old Saybrook!! Last night your police officers traveled each road in Old Saybrook and made another very detailed list for Eversource to use to make downed wires safe, clear roads, and restore power. Eversource has promised to work very hard to restore power to many customers today. Please remember that municipal employees cannot restore power, and many of us feel the frustrations of those without power, because many of our families are without power as well. There are some things we can do to help. If you are in search of clean water, we have a water filling station open at the Police Department. Please stop by. We have also set up a charging station in the front lobby of the Police Department. Stop by, plug your device in and watch some TV while it's charging!! If you are in need of a shower, the YMCA in Westbrook is open. We will make a determination, based on Community need, if we will open a resource center later this afternoon. If there is a need, we will do so. Hang in there everyone, we will get through this!!!

Eversource is in many areas of Town working extremely hard to restore power. While we do not have any restoration times, we anticipate a significant amount of those who lost power due to storm damage to have their power restored late this evening. Some restoration efforts will take additional time, with some Eversource Customers not having power restored until tomorrow. Remember, if you see any type of downed wire - DO NOT TOUCH IT!! Simply contact the police department for us to assess and advise the proper utility. The municipal resource center remains open at the Old Saybrook Senior High School. There the Town is providing warm meals, hot showers, charging stations, WiFi access, and warm shelter. There are also water hoses available for you to fill water containers to bring clean water home. A delicious pasta dinner is scheduled to be served at 5:30 pm at the Resource Center, located at the High School, 1111 Boston Post Road. Warm meals, hot showers, the charging station, wifi access, and shelter will be available until 8 PM this evening. Those needing assistance past 8 PM should speak with public safety personnel at the Resource Center as soon as possible. Last evening's storm has caused wide spread power outages in Town. Additionally, Eversource has advised that the storm has caused significant damage to their systems around the state and that it is very unlikely that those without power will get power back today. If you see any type of downed wire - DO NOT TOUCH IT!! Simply contact the police department for us to assess and advise the proper utility. For many in Town, no power means no water. For this reason, we are letting you know of two resources available to you. First the YMCA in Westbrook, 201 Spencer Plain Road, is OPEN to the public providing warm showers and a charging station. As a second option, we will be opening a municipal resource center at 12:30 today. The resource center will be located at the Old Saybrook Senior High School and will offer a warm meal, hot showers, charging stations, WiFi access, and warm shelter. There will also be water hoses available for you to fill water containers to bring clean water home. At this point, domestic animals are not welcomed at the resource center. If you are in need of a warm meal, hot shower, a charging station, wifi access, warm shelter, or clean water please come to the resource center at the Old Saybrook High School, 1111 Boston Post Road at 12:30 today or stop by the YMCA in Westbrook. Your public safety officials stand at the ready to assist you and your family.

Trees, Poles, Wires, OH MY!! Currently the Police Department is responding to many, many, calls for wires down and trees down. If the wires that fall are on fire, our volunteer fire department is also responding. If there is no fire, the police department is deploying cones to prevent accidents. DO NOT drive around the cones, touch a downed wire, or attempt to cut a tree that is or may be entangled with wires! If you do not have to go outside, pleased do not!! Currently, there are less than 2000 customers without electricity at the current moment or 40 % of the Eversource customers in Old Saybrook. Finally Department Leaders will be meeting Tuesday evening with the Board of Finance in public session to discuss our funding request for the 2018-2019 fiscal year. How awesome is this!!!! These young ladies representing St. Paul's Lutheran Church stopped in this morning to say "Thank - You" to our dedicated staff and to show their support for the work we do!!! They left us smiling, with some very tasty goodies, and homemade cards expressing their gratitude!! Thank you girls!! This means so very much to us!!
