Heroin and Crack Cocaine Arrest On November 2nd, 2018 at approximately 06:03 A.M., with the assistance of the Wilmington Department of Police crisis management tactical team, officers from the Newport Police Department executed a Justice of the Peace Court Search Warrant in the 200 block of E 13th Street. This search warrant was executed at the culmination of an investigation. The subject of this investigation was identified as Isaiah Cleveland, 32 of the 200 block of E 13th Street in Wilmington, Delaware 19801. Officers located approximately 2.3 grams of marijuana, 73.3 grams of crack cocaine, and approximately 1,690 bags of heroin in the residence. Mr. Cleveland’s vehicle was also located in the 200 block of E 13th Street and a search warrant was later executed on that vehicle after a narcotics certified canine gave a positive indication for controlled substances in the vehicle. The search of the vehicle yielded an additional 299 bags of heroin and approximately 7.6 grams of crack cocaine. The heroin and crack cocaine located inside of the vehicle was secreted in a natural void in the vehicles dash. The total amount of recovered heroin was approximately 1,989 bags which weighed approximately 13.923 grams. The total amount of recovered crack cocaine weighed approximately 80.9 grams. There were two small children in the residence at the time the search warrant was executed. Mr. Cleveland was located inside of the residence at the time of the search warrant and he was later charged with two counts of possession of drug paraphernalia, civil possession of marijuana, two counts of endangering the welfare of a child, possession of heroin in a tier 5 quantity, possession with the intent to deliver heroin in a tier 4 quantity, possession of crack cocaine in a tier 5 quantity, and possession with the intent to deliver crack cocaine in a tier 4 quantity. Mr. Cleveland was arraigned via videophone at the Justice of the Peace Court 2 where he was issued a $242,401.00 cash bail. Mr. Cleveland was remanded to the Howard R. Young Correctional Institution after failing to post bail.
