New Sex Offenders Albert Lee Ussery, 61, of Greenbrier was adjudicated after negotiating a plea of guilty on September 6, 2018 in Faulkner County Circuit Court and was sentenced to 180 months probation and to register as a sex offender. He has not been assessed by the Sex Offender Community Notification Assessment Program (SOCNA). His information is listed below. Documentation indicates that this offender touched two female relatives, ages 10 and 12, who were staying the night at his home on the breast and vaginal area both on top and underneath the clothing. While preparing for the Faulkner County Fair Parade, we were gathering items from one of our garages, when we found a kitten hiding in the dark and crying. We then took the kitten in and tried to give it some water. The kitten has since been adopted by a loving family, but not before we could make it our unofficial mascot. The kitten does not have an official name. We are not sure if the kitten is a boy or girl. Help us pick a name for the kitten and we will pass on possible names to the family!!

Weekly Summary 09/17-09/20: *Dispatch received a call advising the callers niece's car was burned over night and at the time of the call it was still burning, *Deputies responded to a theft of property call. The caller's dog was stolen. They were then receiving messages for ransom for the dog. *Deputies assisted with a flat tire on Old Military Road *Deputies took a report for a burglary not in progress, the complaint got home and her apartment had been broken into and several items had been taken. * Deputies responded to a domestic disturbance call. They made contact with and advised they separate for the night and a report was taken. *Caller advised she heard someone knocking on the bedroom window, deputies responded. They checked the property, but did not find anyone. *Complaint advised of a male who previously harassed him, while he was on his route. He advised the same male had two friends with him, but he was able to get around them without any trouble. Deputies made contact and took a report. *Deputies conducted a welfare check for a disabled male, without a vehicle. *Conway County asked Deputies to attempt to locate someone on a warrant out of their county. *****UPDATE***** On September 24, 2018, Investigators went to an address on Beaverfork Rd. where John M. Bailey was located and arrested. In addition to his Class C Felony warrant for Failure to Register as a Sex Offender, he had an outstanding warrant for Absconding. John M. Bailey is currently in Unit 2 awaiting first appearance. ________________________________________________________________ Good Afternoon, Our Major Crimes Unit is asking for your help on any leads or information on the location of John M. Bailey. John M. Bailey is wanted for Failure to Register as a Sex Offender, due to providing a false address and failing to register on his six month verification of residency date on February 1, 2018. Investigators went to locate Mr. Bailey at 162 S. Church St. Vilonia, AR 72173, the registered address that Mr. Bailey provided. When investigators arrived in the area there is no listed address as 162 S. Church St. Vilonia, AR 72173. Pursuant to 12-12-909, the offender is required to verify their residence within Ten (10) days after the Verification of Residency date indicated on the bottom portion of the acknowledgment form. Verification of residency is required of every registered offender either every (6) six months after registration, or every ninety (90) days, depending on the offender’s assessment level. According to 12-12-909, Mr. Bailey would be due to register no later than February 11, 2018. Pursuant to §12-12-904 (a)(1)(A)(iv) it is a Class C Felony if a person Files false paperwork or documentation regarding verification, change of information, or petitions to be removed from the registry. John Bailey provided false information when he came to conduct his Verification of residency. According to recent information, Mr. Bailey could be in the Conway area. Faulkner County Dispatch has received several calls this week about two different scams. People are claiming to be a deputy with Faulkner County Sheriff’s Office, the caller is stating the individual did not show up for Jury Duty and they would be arrested. Some of the calls have stated they are Judge Jim Baker and he would personally come arrest the individual. Callers have advised they are being asked to pay a large amount of money for warrants or the deputy would be enroute to their address. Several callers advised the male calling knows where they live and work. The phone number calling each individual is the same: 501-764-3664 Male subject is claiming to be Deputy/Sergeant Jeffery Albright, Judge Jim Baker or Matt Rice. The Faulkner County Sheriff's Office will not call, if you have a warrant. We WILL NOT ask you to pay large amounts of money or ask for gift cards. The number which calls is not a number for Faulkner County dispatch. It may ring back as a non-emergency number, but it is not a number to get in touch with Faulkner County dispatch. Weekend Summary 09/14-09/16: *Deputies responded to a call for livestock in the roadway on Skunk Hollow *Caller advised her truck was stolen a few days ago. The vehicle was located, but when it is her belongings inside the vehicle were missing. She made a report with a deputy. * Welfare Check *Deputies responded to the Dollar General in Wooster, for a shoplifting call. *Harassment Complaint *Fire Investigation call dispatch received several phone calls of fire falling from the sky, another caller saw what looked like flames on Billy Goat Mountain, and a also a low flying crop duster then something falling out of the sky on fire. Deputies from Faulkner and Pulaski County searched their sides of the county line, from where the calls said it was seen falling. Deputies were unable to locate anything. Camp Robinson confirmed, there were shooting flares. *Violation of No Contact Order *Deputy initiated a traffic stop on Sidebottom Road at Gail Lane. One of the occupants in the vehicle, had a valid warrant out of Plummerville. He was taken to the county line where an Officer picked him up. The other occupant and car were released. Yesterday morning Sergeant Dan Jarry and Deputy Brent Luyet went above and beyond. They helped a dog, that was hit by a car on Pickles Gap Road. Maree Coats was able to transport the dog to Greenbrier Animal Hospital, where it can get the medical treatment it needs. Great Job Sergeant Jarry and Deputy Luyet, thank you for doing what you do every day.

This afternoon members of B.A.C.A from the Russellville, Searcy and Toad-suck chapters met with Faulkner County Deputies. They were here to inform us exactly what they do and their mission. One thing B.A.C.A will do for the children they protect, is they will give a teddy bear which each member has hugged and given love. Faulkner County Deputies were able to participate in this and hugged four bears which will be given to kids this weekend. Thank you to B.A.C.A for meeting with us, it was a fantastic opportunity to learn from others in our community.

On Sunday Master Sergeant Schluterman with 913th C-130J Aircraft Maintenance Squadron, who is also a part time Deputy, nominated Sheriff Tim Ryals, Sergeant Kelley and Sergeant Pruett for the Patriot Award. The Patriot Award allows an employee serving in the National Guard or Reserve or the spouse of a Guard or Reserve member, may nominate individual supervisors and bosses for support provided directly to the nominating Service member and his or her family. The Patriot Award reflects the efforts made to support citizen warriors through a wide-range of measures including flexible schedules, time off prior to and after deployment, caring for families, and granting leaves of absence if needed. Patriot Awards are awarded to individual supervisors, not to an entire staff or organization as a whole.

Weekly Summary 09/03-09/07 • Medical Call • Deputies responded to a suspicious activity call. The caller stated there were tire marks left in their driveway, and a barrel was set on fire. • Deputies were dispatched to a road rage call. A male driving a white vehicle, nearly hit the caller and was aggressive towards her. • Racing on roadway off Sturgis Road. • Caller advised dispatch his ex-wife was at his mailbox. There is a no contact order between the two. Caller advised he did not want a deputy to come out, he just wanted to make a report for documentation. • Theft of Vehicle call a trailer full of tires was stolen over the weekend from Best Auto and Tire. • Welfare Check • Deputies responded to a call for a vehicle fire. Caller advised his truck was on fire and near structure which were in danger. • Domestic Disturbance • Deputies responded to a call of a suspicious person (male)walking down Garland Springs near Hwy 107 with two metal suitcases. When deputies made contact with the male, they confirmed he had a warrant out of our agency. He was then transported to unit 2. • Trespassing call at Colt's Quickdraw on Hwy 65 N • Deputies initiated a traffic stop. One of the occupants had a valid warrants out of the Arkansas Board of Parole and Van Buren County. They were transported to Unit 2. Calls for Service: 340 Arrest: 53 Accidents: 10

Cabin G Mayflower, AR 72106 DESCRIPTION OF CRIME: The offender was convicted of Murder/Intent to Kill/Injure/Rape on August 16, 2004. The offender participated in the rape and murder of an adult female stranger. The victim was beaten with a 2 X 4, choked and raped anally, vaginally and orally. The victim died as a result of this incident. Her body was wrapped in a sheet and thrown out a window. The 23-24 year old offender participated in the rape and murder of an adult female stranger. He admitted wile in treatment that he raped a 19 year old female when he was 18-19 years old. He was at a party and had been dancing with the victim. He forced her into a bathroom and forced her to engage in sexual contact with him. This morning around 11:00am,Prosecuting Attorney Luke Ferguson, Chief Deputy Prosecutor Carol Crews, Sheriff Tim Ryals and Chief Jody Spradlin held a press conference at Conway Police Department. Prosecutor Luke Ferguson and Carol Crews addressed, charges against Robert Smith and Tacori Mackrell have been filed on August 31st, in the case of Elvia Fragstein. Mackrell and Smith have been formally charged with Capital Murder (Class Y Felony), Kidnapping (Class Y Felony), Aggravated Robbery (Class Y Felony) and Theft of Property (Class C Felony). Smith and Mackrell went in front of the Judge this Afternoon.

Weekly Summary 8/27-8/30: *Deputies were dispatched to a call for a stolen vehicle, the caller advised deputies they know who took the vehicle. Deputies were alerted to be on the lookout for the vehicle. The vehicle was later located. *Deputies responded to a Fraud complaint, for a laptop which was being sold online, the two parties met up, the one buying the laptop wrote a check . When the seller tried to cash the check the bank was unable to do so. The laptop was entered as stolen by the bank *Dispatch received multiple calls of a shirtless white male, walking down the middle of the turn lane going east bound on Hwy 64/Skunk Hollow *Deputies responded to an abandoned vehicle last week. Earlier this week, deputies were called out again for the same abandoned vehicle. Steve's wrecker has possession of the vehicle. *Dispatch received a call, her neighbors hooked up a water hose to her house and were using the callers water. *Deputies responded to an Identity Theft call. Someone had used the callers identity to open an account for utilities. *Deputies were called to West Hills Rd for a vandalism complaint. Caller advised her windshield had been broken. *Deputies responded to a call for service of shots heard on Merritt Rd. Calls for Service: 285 Arrest: 42 Accidents: 9
