The suspect was also wearing gloves and a black bandana over his face. ➤ A female juvenile pretending to be a 19-year old contacted an adult male using the dating app “Plenty of Fish.” The female conspired with two adult males to lure the victim to Community Park to give her a ride so they could carjack him. The other females knew about the plan but did not participate. The victim arrived in his car and gave the female suspect a ride to a nearby restaurant. While the male suspects waited for them to return, they beat up a 2nd victim who had pulled into the park in a similar style car attempting to take his car. When the original victim returned, the two males and the female attempted to carjack him but he was able to flee in his vehicle. The suspects were positively identified during in-field line-ups with the victims. All three suspects were booked into Juvenile Hall for various charges. ➤ Assistant Chief of Police Travis Martinez and Corporals Kelvin Bryant and Jesse Marquez attended Community Missionary Baptist Church and spoke on “The True Meaning of a Real Man” to an audience of approximately 100 people. The members of the Redlands Police Department were honored to be guests of the church. Some days are hard. Some days are easier. And then there are the moments that humble us and allow us to appreciate our community as being so extraordinarily special. The Redlands Police Department had one of those moments on Tuesday, March 20, 2018. ---------------------------------------------- Quilt Acceptance on behalf of Redlands Police Department. The City Council accepted a hand-made donated quilt on behalf of the Redlands Police Department at the March 20, 2018, council meeting from Redlands resident, Ms. Nellie Leon. Photo: Police Chief Christopher Catren, Mayor Paul Foster and Ms. Nellie Leon with her hand-crafted "The Promise" quilt. One evening, Ms. Nellie Leon was playing with her children at home when she heard someone knock on the window of the house. She quickly placed a call for service to the Redlands Police Department for a property check of her home. Officers responded to the residence and instructed Ms. Leon to wait inside while they checked the property. The property was cleared, and Ms. Leon was advised that no one was observed near the house or in the surrounding area. As a token of her appreciation for the services provided, Ms. Leon hand-crafted a police flag quilt that she has donated to the Redlands Police Department. The flat was accepted from Ms. Leon by the City Council, represented by Mayor Paul Foster and Police Chief Christopher Catren. Ms. Leon’s statement accompanying the hand-made quilt: "A while back, I called the Redlands Police Department when someone knocked on a window while I was playing with my children. An officer came rapidly (how I wish I could remember his name!) and after he asked a few questions he said something I will NEVER forget: “Go inside, make sure all the doors are locked and that you are all safe. I’m going to check the property.” My heart dropped! This man, a son, maybe father or brother, husband, friend, was about to risk his life for us! I made this quilt in honor of him and every police officer who sacrifices daily for the rest of us. I have named the quilt after one of my favorite police poems, “The Promise” by Jess Pontarelli. I think the flag and the poem complement each other perfectly. To every police officer, and their families: THANK YOU for your daily sacrifices and service. ❤️" ******************************************************** Thank you, Ms. Leon, from every member of the Redlands Police Department. The quilt, proudly, will be displayed at the Redlands Police Department. ------------------------------------------------------ "The Promise" By Jess Pontarelli (Dedicated to all of those who risk their life day after day) Protect, honor, serve, and save-- To you and me they make this vow To keep us safe the best they know how. Day by day they walk the beat Down a few blocks, Down a few streets Down a darkened alley in the dead of the night Ready, waiting, and willing to fight. Knowing any moment could be their last For whatever's to come will surely come fast But they made a promise, They made a vow To keep us safe the best they know how.

Three cited for furnishing alcohol to underage volunteer Three people were cited after selling alcohol to a teenage Redlands Police Department volunteer Tuesday. Police visited 20 licensed alcohol establishments in the City on Tuesday, March 20, conducting a Minor Decoy Operation, which uses minors under the direct supervision of a peace officer to enter a licensed establishment and attempt to buy alcohol. During decoy operations, minor decoys are required to answer truthfully if asked their age and to provide valid identification on request indicating they are underage to buy alcohol. Police cited a 23-year-old clerk at AM/PM, 539 E. Redlands Blvd., and a 43-year-old clerk at Quick Pick Food Store, 1125 Orange St. Both clerks sold three-packs of beer to the 18-year-old female volunteer without first asking for valid identification or attempting to verify her age. A 24-year-old bartender at The Underground, 19 E. Citrus Ave., was cited after he sold a beer to the volunteer without asking for identification or attempting to verify her age. All three businesses were also served with violation paperwork from the state Bureau of Alcoholic Beverage Control. ✯✯✯✯✯✯✯✯✯✯✯✯✯✯✯✯✯✯✯✯✯✯✯✯✯✯✯✯✯✯✯✯✯✯✯ The Redlands Police Department also wants to recognize the 17 businesses that were visited but refused to sell alcohol to the underage volunteer. Those businesses are Mega Liquor #9, 716 Tennessee St.; Rancho Liquor, 802 W. Colton Ave.; 7-Eleven, 1256 Orange St.; Unocal 76; KB Korner Liquor, 402 E. Redlands Blvd.; N & H Liquor, 115 E. Colton Ave.; Circle K, 765 W. Redlands Blvd.; 7-Eleven, 1365 E. Citrus Ave.; Jerseys Pizza, 214 Orange St.;The Pink Flamingo (The Dirty Bird), 338 Orange St.; The Boiler Room Redlands, 345 N. Fifth St.; Romano’s Family Italian Restaurant and Chicago Pizzeria (Romanos Redlands), 330 Orange St.; Darby's American Cantina, 1 E. State St.; The Royal Falconer British Pub (The Royal Falconer Pub), 106 Orange St.; Klüddes Kitchen + Bar, 110 Orange St.; The Vault Martini Bar & Grill, 20 E. Vine St.; and The State Redlands, 22 E. State St. ✯✯✯✯✯✯✯✯✯✯✯✯✯✯✯✯✯✯✯✯✯✯✯✯✯✯✯✯✯✯✯✯✯✯ Minor Decoy operations are a component of the Redlands Police Department’s Responsible Redlands initiative. The Redlands Police Department, with the support of state agencies, including the Department of Alcoholic Beverage Control (CaliforniaABC) and California Office of Traffic Safety, the County of San Bernardino, and local businesses and community groups, launched the initiative in late August 2013 to focus on enforcing alcohol laws. The Responsible Redlands initiative aims to curb the problems related to binge and underage drinking in Redlands in order to achieve a safer, healthier community. The campaign includes DUI checkpoints and saturation patrols to identify intoxicated drivers, party patrols to enforce the City’s Social Host Ordinance, decoy and shoulder tap operations to cite businesses and individuals who provide alcohol to underage persons and educational efforts for local businesses that serve alcohol. Responsible Redlands welcomes partnerships with alcohol retailers and establishments that serve alcohol. The Responsible Redlands initiative addresses problems related to binge and underage drinking through ongoing strategic operations to enforce alcohol laws. It is a collaborative effort formed and led by the Redlands Police Department, supported by the Common Vision Coalition, local businesses and the State Department of Alcoholic Beverage Control District Office and State Office of Traffic Safety. For suspected alcohol-related violations, please call (909) 798-7681, ext. 1. Anonymous tips can be provided on the Redlands Police Department app for most smartphone and tablet platforms. RPD receives 2018 Excellence in Technology Innovation Award On Wednesday, March 21,2018, the Redlands Police Department was recognized with the 2018 California Police Chiefs Association & Motorola Excellence in Technology Innovation Award for its groundbreaking use of GPS tracking technology to innovatively address crime in the community. The award seeks to recognize agencies whose creative use of technology has significantly changed or set the agency apart from the standard application of technology in police services. To date, the department’s GPS tracker program has led to the immediate apprehension of nearly 300 (mostly career) criminals and has served as the example across the nation that numerous other law enforcement agencies are following. Chief of Police Christopher R. Catren and Assistant Chief Travis Martinez accepted the award on behalf of the department at an awards luncheon at the California Police Chiefs Association annual training event in Long Beach. “This recognition validates the Redlands Police Department’s commitment to working with technology, the community, and volunteers to enhance public safety,” said Chief Catren. In 2011, the Redlands Police Department was experiencing a significant increase in the number of vehicle burglaries in the community. With a tradition of leveraging technology to help solve crime problems in the past, community policing officers at RPD began researching options to solve the vehicle burglary problem. The lingering 2007 national recession had led to a 22 percent reduction in the size of the police force so traditional methods, such as police stakeouts, were not a viable option. After researching different technologies on the market, RPD opted for a highly effective yet affordable specialized GPS tracking device that financial institutions were using to protect their assets. Partnering with various community residents and businesses, the department began deploying items at locations identified as potential targets for theft. A small GPS device with the capability of deployment for up to 24 months without a recharge was discreetly hidden inside items likely to be targeted by thieves. When the item is moved it activates the GPS device and immediately sends an alert to dispatchers and officers’ smartphones, allowing police to track the device’s direction and speed of travel. The department experienced immediate success and since the initial deployment, RPD has expanded the use of the technology to address every crime trend occurring in the community, resulting in nearly 300 arrests for crimes including armed robbery, vehicle burglary, bike theft, laptop theft, metal and wire theft, vending machine theft, tire theft, construction site theft, parcel theft and even the theft of memorial items left at gravesites at Hillside Memorial Park Cemetery. The devices were even used to apprehend suspects who had attached a credit card skimmer to a gasoline pump at a local convenience store. Recognizing the versatility of the device, the department expanded their use, creating the “While You’re Away Program.” Redlands’ residents can complete an online application and pick up a GPS equipped laptop at the Police Department which can be deployed at their house before they leave on vacation, essentially creating a 24/7 electronic surveillance of the residence that functions as an immediate silent alarm. Numerous residents have taken advantage of the program and have expressed how it gives them peace of mind while on vacation. The GPS tracking program has been recognized and replicated by other police departments across the nation and in 2015 the Redlands Police Department was named the recipient of the RISE Award for Agency of the Year from TASER and PoliceOne for its innovative use of GPS technology and community collaboration to address crime trends in the community. Redlands residents can learn more about the “While You’re Away” program on the Redlands Police Department’s website at http://cityofredlands.hosted.civiclive.com/cms/One.aspx?portalId=6255746&pageId=7385109 Photo: The Redlands Police Department received the 2018 Excellence in Technology Innovation Award from the Californian Police Chiefs Association and Motorola on Wednesday, March 21. Rain, Potential Flash Flood Warning for Inland Valleys The National Weather service warns another winter storm is expected to hit the Southern California region Tuesday, bringing heavy rainfall through Thursday, with the heaviest rainfall expected Wednesday. Flash flood warnings have been issued for the inland valleys. The City of Redlands Emergency Operations Office, Police, Fire, and Quality of Life departments are taking the opportunity to remind residents and businesses of precautionary measures they can take to protect their own health, safety, and property. While the City continues efforts to mitigate flooding, including regularly inspecting, repairing and cleaning the storm drain system and trimming trees along heavily traveled roads, significant rainfall can overwhelm the City’s existing flood control system and cause localized flooding on City streets and in the Zanja and San Timoteo Canyon area. Residents are encouraged to take appropriate precautions to protect private property, including: 🌧️ Check rain gutters and drains to make sure they are clear of debris to help keep water from building up on or around your home. 🌧️ Make sure all irrigation systems are OFF to avoid adding to already saturated areas. City of Redlands irrigation restrictions prohibit watering landscaping within 48 hours of rainfall. 🌧️ If you have experienced land movement around your home, watch for water or natural gas leaks associated with shifting soils. While relatively uncommon, an ongoing water leak can compound flood conditions. 🌧️ Drive safely. Most injuries during stormy weather are directly related to traffic accidents associated with the weather. If you can make fewer trips or avoid being on the road during the storms, all the better. 🌧️ Turn Around, Don’t Drown® Never drive through flooded roadways. If you come to an area that is covered with flood water, you will not know the depth of the water or the condition of the ground under the water. Road beds may be washed out under flood waters. ⚠️ Six inches of water will reach the bottom of most passenger cars causing loss of control and possible stalling. ⚠️ A foot of water will float many vehicles. ⚠️ Two feet of rushing water can carry away most vehicles including sport utility vehicles (SUVs) and pick-ups. ⚠️ Be aware of your surroundings and report wires down, significant mudslides, fallen trees or substantial flooding. Non-emergency flood-related issues should be reported to the Quality of Life Department at (909) 798-7655. For any emergency situation that presents an imminent threat to life or property, call 911. The City has a limited supply of sandbags available at no cost to local residents and businesses. Up to 10 empty sandbags are available per household or business within the City limits at each of the City’s fire stations and at the Fire Administration Office at 35 Cajon St., Suite 12. Fire Department personnel may not be available at all times depending on emergency calls. Residents are encouraged not to rely on this limited supply and to prepare ahead of time. Bags can also be purchased at most home improvement stores. Fill sand and shovels are available at the City Yard at 1270 W. Park Ave. Residents must provide identification and business owners or managers must provide information indicating their business is located within the City’s jurisdiction. Additional information is available at the Emergency Operations page on the City’s website at http://cityofredlands.org/cms/One.aspx?portalId=6255746&pageId=7191935 to help residents prepare for heavy rain and potential flood conditions.

The Redlands Police Department participated in the 2018 Barker to Vegas Challenge Cup Relay this past weekend placing 3rd in the 99 and under division (police agencies with less than 100 sworn officers). This was the 34th annual Challenge Cup Relay - Baker to Vegas Race. RPD battled with West Covina throughout the entire 120-mile race. West Covina had over a one-mile lead going into the last leg, but RPD overtook the West Covina runner with about a ¼ mile left to go finishing with a time of 16 hours, 55 minutes, and 50 seconds.
