POLICE BLOTTER 09/01-09/15 D.W.I 09/02/2017 On this date, patrol stopped a vehicle for a violation in the area of Canal Road and Elizabeth Street. After making contact with the driver, the officer detected the smell of an alcoholic beverage coming from the inside of the vehicle. The driver was arrested for DWI after field testing and transported back to Headquarters for processing. The driver was later released from custody. The driver was identified as Asia Wright (34) of Piscataway. Warrant 09/03/2017 On this date, patrols stopped a vehicle in the area of Clinton Street and Elizabeth Street. During the initial contact, patrols determined the driver had outstanding warrants out of Newark and the Union County Sheriff’s Office. The subject was arrested, processed and turned over the Union County Sheriff’s Office. The driver was identified as Jean C Orinntal (44) of Lawrenceville. D.W.I 09/04/2017 On this date, patrol stopped a vehicle for a violation in the area of Canal Road and Main Street. After making contact with the driver, the officer detected the smell of an alcoholic beverage coming from the inside of the vehicle. The driver was arrested for DWI after field testing and transported back to Headquarters for processing. The driver was later released from custody. The driver was identified as Amelsar Roberlo-Vazquez (29) of New Brunswick. Hindering Apprehension, Obstruction of Justice, Possession of Marijuana, Warrant 09/05/2017 On this date, patrols stopped a vehicle in the area of Main Street and Johnson Street. During the initial contact, patrols could not determine the drivers identity and felt he was providing false information. The driver was transported back to Headquarters for further investigation. It would be later determined the driver was providing false information to police. The driver had a suspended license, multiple warrants and was in possession of less than 50 grams of Marijuana. The driver was processed and turned over to the Middlesex County Sheriff’s Office. The driver was identified as Sabir Shaheed Luster (25) of Franklin Park. Warrant 09/06/2017 On this date, patrols stopped a vehicle in the area of Main Street and Reid Street. During the initial contact, patrols determined the driver had an outstanding warrant out Elizabeth Municipal Court. The subject was arrested, processed and released on bail. The driver was identified as Hassaun L Telfair (40) of Somerset. Possession of CDS/ Possession of Marijuana/ Warrant 09/06/2017 On this date, patrols stopped a vehicle in the area of Main Street and Canal Road. During the initial contact, patrols determined the driver had outstanding warrants out of New Brunswick. The subject was found to be in possession of prescription medications and less than 50 grams of Marijuana. The driver was processed and later lodged in the Somerset County Jail. The driver was identified as Hassain A. Diggs (44) of Edison. Warrant 09/13/2017 On this date, patrols made contact with an individual at 215 Main Street Apartment 80. During the initial contact, patrols determined the driver had outstanding warrants out of Westfield Municipal Court, Woodbridge Municipal Court and the Somerset County Sheriff’s Office. The subject was arrested, processed and turned over the Somerset County Sheriff’s Office. The subject was identified as Wilber A Abrego (35) of Seawarren. Warrant 09/14/2017 On this date, patrols made contact with an individual at 12 Main Street. During the initial contact, patrols determined the subject had an outstanding warrant out of Upper Freehold Municipal Court. The subject was arrested, processed and turned later released. The subject was identified as Barbara Hinson (25) of South Bound Brook. County Route 527 Bridge over the D&R Canal in South Bound Brook to be closed for emergency repairs Traffic to be detoured while structural repairs are made (Trenton) – New Jersey Department of Transportation (NJDOT) officials today announced the closure of the County Route 527 Queens Bridge that crosses the Delaware & Raritan Canal in South Bound Brook for emergency repairs. Beginning at 9 p.m. Friday, September 8, NJDOT’s contractor Mount Construction, will close the County Route 527 bridges over the D&R Canal and Raritan River to make repairs to the superstructure. Work began last week using boats, to avoid affecting traffic. The bridge is expected to be closed for approximately two months as the repairs are made. The following detour will be in place: CR527/Main Street northbound detour: • Traffic on CR527/Main Street in South Bound Brook will be directed to turn left onto Canal Road • Turn left onto I-287 north to Exit 13A for Route 28 east/Bound Brook • Follow Route 28 east to CR 527/Mountain Avenue CR527/Main Street southbound detour: • Traffic on CR527/Main Street and Lincoln Boulevard in Bound Brook will be directed to turn north on CR 527/Mountain Avenue • Turn left onto Route 28 west to I-287 south to Exit 12 for Canal Road • Turn right onto Canal Road east to CR 527/Main Street in South Bound Brook CR 527 carries traffic between South Bound Brook and Bound Brook over two separate bridges – one, known as the Queens Bridge that spans the D&R Canal, and the other the crosses the Raritan River. The bridges have one lane in each direction. Only the bridge over the canal, which is approximately 90 feet in length, needs to be repaired. The main span over the Raritan River will be used to stage equipment while construction is taking place on the Queens Bridge. Recent inspections of the 97-year-old Bridge found the rate of deterioration of structural members has advanced, requiring immediate repair. The precise timing of the work is subject to change due to weather or other factors. It was determined that the driver, identified as Paris K Love (29) of Orange, had an outstanding warrant out of South Plainfield Municipal Court totaling $1454.00. During initial contact, the officer detected the odor an alcoholic beverage coming from inside of the vehicle and the driver’s mouth. IMPORTANT BRIDGE CLOSURE INFORMATION-pass it on NJDOT is scheduled to perform "High Priority Structural Repairs" to the (Main Street) Queens Bridge (CR 527) over the D&R Canal in South Bound Brook/ Bound Brook on or about July 17,2017. The repairs will take several days and will require full closure for several days. 7/17/17 to 2/21/17- Alternating traffic on bridge. 7/21/17 to 7/23/17- Full detour put in place and no traffic allowed on the bridge. 7/24/17 to 8/18/17- Full detour still in place but can all truck from " Handle With Care Express" to cross the bridge on the East Bound lane. 08/18/17 to 10/6/17- Full detour will be removed and will alternate traffic daily on bridge. ALARM ORDINANCE 2016-005 Section 7. PENALTIES FOR FALSE ALARM In the event of the occurrence of three (3) or more false alarms in a calendar year, the permitted shall, within three (3) days after written notice from the Chief of Police, complete a written report setting forth the cause of the false alarms for the file, including the corrective action taken and whether the alarm has been inspected by the alarm service company. Moreover, in any calendar year, the following penalties shall apply: 1. For each of the first through third false alarms, a written warning of the content of this chapter shall be give; 2. For the fourth alarm in the same calendar year, a fine of $50.00 shall be imposed; 3. For the fifth and any subsequent false alarm, a fine not to exceed $500.00 shall be imposed for each false alarm; 4. In the event of a fifth subsequent false alarm, an investigation may be conducted by the Police Department. When the investigation of the Police Department discloses continued abusive or negligent operation or maintenance of an alarm and a disregard for the taking of remedial steps to avoid false alarms, the Police Chief may require disconnection of the device for a limited or permanent period provided, however , that the owner or user of the device shall be given notice of the intended disconnection and shall have the opportunity to show cause before the Borough Council of the Borough of South Bound Brook why such action should not be taken. The determination of the Borough Council in such matter shall be based upon the effect on the general public health, safety and welfare of the continued use of the alarm device in question. 5. In the event any person subject to the provisions of this chapter is directed by the Chief of Police, or his designee, to disconnect an alarm system and fails to comply with such direction within seven (7) days of same, such person shall be subjected to the penalties contained in the Borough Code for each false alarm received after the expiration of the seven (7) day period until such time as the system disconnected or the defects are corrected. Hindering/ Obstruction of Justice 05/13/2017 On this date, patrols responded to a motor vehicle accident in the area of 295 Canal Road. Upon arrival, patrols found an unoccupied vehicle involved in the accident. Patrols were able to locate the owner a block away, identified as Heather M Morgan (27) South Bound Brook. After an investigation and reporting her car stolen the next day, she was charged with Obstruction and Hindering based on the accident investigation. Poss. During initial contact, the officer detected the odor of Marijuana coming from inside of the vehicle. After an investigation, the driver, identified as Demetrus D Daniel (20) of South Bound Brook, was arrested for Possession of Marijuana and Paraphernalia. Subject was processed and released. Warrant 05/18/2017 On this date, patrols observed a subject who was wanted enter 119 Main Street. It was determined that the subject, identified as Wesley L Clay (58) of South Bound Brook, had an outstanding warrant out of South Bound Brook Municipal Court for $1700.00. The subject was processed and released after posting bail. Warrant 05/18/2017 On this date, patrols observed a subject who was wanted in the area of 201 Maple Ave. It was determined that the subject, identified as Monique E Garnere (48) of South Bound Brook, had outstanding warrants out of Somerville, South Plainfield, South Brunswick, Edison and Hillsborough Municipal Court totaling $5866.00. The subject was processed turned over to South Brunswick Police. DWI 05/20/2017 On this date, patrols stopped a vehicle in the area of 150 Main Street. Demrest (21), was arrested for Possession of Marijuana, Under the Influence, and Paraphernalia. Subject was processed and released with a Court date to appear. Warrant 03/31/2017 On this date, patrols stopped a vehicle in the area of 267 Main Street. During initial contact, it was determined that the driver, identified as Lawrence M. Brooks, had an outstanding warrant out of Burlington Township. The driver was TOT Burlington Township Police. The registered owner, Katelyn M Stokes (23) of Upper Black Eddy was charged with Allowing a person to operate DWI. Warrant 03/08/2017 On this date, patrols made a motor vehicle stop at 96 Main Street. During the course of the stop, it was determined that the driver, Akim Rowley (45) had two outstanding warrants out of Newark and West Orange. Warrant 02/19/2017 On this date, patrols arrested a subject during a Burglary investigation with with outstanding Warrants out of Somerset County Superior Court for $41,108.75.00 and Bound Brook Municipal Court for $583.00. The subject was identified as Jeison Gil (25) of South Bound Brook. The subject was turned over to the Somerset County Sheriff and lodged in the County Jail. DWI 02/20/2017 On this date, patrols stopped a vehicle in the area of 22 Van Sickle Blvd. During the initial contact, the officer detected the odor of an alcoholic beverage coming from the inside of the vehicle and the driver’s mouth. After an investigation the driver was arrested for DWI. The driver was processed and later released. The driver was identified as Alirio N Lopez (42) of North Plainfield. Endangering the Welfare of a Child / Warrant/ DWI 02/21/2017 On this date, patrols stopped a vehicle in the area of 2 Main Street. During the initial contact, the officer detected the odor of an alcoholic beverage coming from the inside of the vehicle and the driver’s mouth. After an investigation the driver was arrested for DWI. Inside the vehicle the driver was transporting a child. It was also determined that the driver had two outstanding warrants, Piscataway Municipal Court $284.00 and Union Municipal Court $160.00. The driver was processed and later released. The driver was identified as Albert B Waller (26) of South Bound Brook. Warrant 02/23/2017 On this date, patrols made a motor vehicle stop in the area of 51 Franklin Street. During the course of the stop it was determined that the driver had an outstanding warrant for $500.00 out of Metuchen Municipal Court. The driver was arrested, posted bail and released. The driver was identified as Rose M Fuller (61) of Plainfield. Under the Influence of C.D.S. 02/23/2017 On this date, during a suspicious motor vehicle investigation, patrols encountered a male later identified as Jacob A Rivera (18) of South Bound Brook. After a brief investigation it was determined that he was under the influence of a controlled dangerous substance. The subject was arrested processed and later released pending a Court date. DWI 02/25/2017 On this date, patrols stopped a vehicle in the area of 2 Main Street . During the initial contact, the officer detected the odor of an alcoholic beverage coming from the inside of the vehicle and the driver’s mouth. After an investigation the driver was arrested for DWI. The driver was processed and later released. The driver was identified as Alquon J Burgess (30) of Piscataway.
