APRIL 4, 2018 **Update to the incident at the Tioga County Courthouse located at 118 Main Street within the borough of Wellsboro. At approximately 08:34 hours the Wellsboro Police Department was notified of a suspicious package in a garbage can located in front of the courthouse. Upon further investigation a second package was located in another garbage can also in front of the courthouse. A perimeter was established in a one block radius, and the Pennsylvania State Police were notified for their bomb technicians. The courthouse and the Chamber of Commerce buildings were both evacuated as a precaution. With the assistance of the Pennsylvania State Police bomb technicians, both packages were contained. Our investigation is still ongoing regarding the origin of the two packages. Once the packages were contained the area was reopened for traffic and public use. We would like to thank the community during this incident as it created some traffic re-routing and nearby sidewalks were closed for a period of time. We are also happy to report no injuries during this incident. We would like to thank the following agencies for their assistance in this matter: Tioga County Sheriff’s Office Tioga County Probation Department Tioga County Detectives Pennsylvania State Police PennDOT Wellsboro Fire Department Wellsboro Fireman’s Ambulance Association ALS Office and UPMC Susquehanna. The Wellsboro Police Department also would like to convey to the public that with incidents like these it is in the best interest of the public to err on the side of caution and safety is the highest priority. We also believe this is an isolated incident and there are no further issues reported at this time.

03/31/18 **Press Release METH LAB DISCOVERED** On 03/28/18 Officer’s from the Wellsboro Police Department received a tip advising that DAVID LAVERN HECK (W/M/34 of Wellsboro) was cooking methamphetamine in a local motel and that he was staying with Dawn M. Shaffer (W/F/29 of Tioga, PA) who was known to have 3 active warrants. Investigation by the officers verified that Shaffer was residing in the room with Heck and she was taken into custody at 9:15 pm on 3/28/18 for the warrants. At the time of her arrest Shaffer was found to be in possession of two bubble packs of pseudoephedrine, a known ingredient used in the manufacture of methamphetamine. Shaffer was committed to the Tioga County Prison on the previously issued warrants. Continued investigation by police resulted in the issuance of a search warrant for the motel room and occupants of that room. On 03/30/18, Friday morning at 8:09 am officers from the Wellsboro Police Department executed the search warrant. While knocking and announcing our presence at the door, David Heck kicked out the back window to the motel room and fled on foot. After a brief foot chase, which ended in the Wellsboro Cemetery, Heck was taken into custody without further incident. A subsequent search of the motel room revealed numerous drug related items as well as verification that Heck was cooking meth inside the room. Once the ingredients were located for manufacturing methamphetamine officers backed out and contacted the Pennsylvania State Police Clandestine Lab Response Team to collect the evidence and dispose of the hazardous chemicals. David Heck was committed to the Tioga County Prison on charges of (1) Operating a Methamphetamine Laboratory (F1), (2) Possession With Intent to Manufacture or Deliver (F), (3) Possession of Drug Paraphernalia (M) and (4) Possession of a Controlled Substance (M). The grading of some of the charges will be aggravated as the location of the violation was within 1,000 feet of school property. Bail was set at $150,000. Numerous additional charges are anticipated at this time.
