PRESS RELEASE- On January 8, 2018 at approximately 3:30pm, Patrol Officer from Winchester Police Department found a body inside a vehicle at Oak Street Park in Winchester. The deceased was Harvey Dwayne Harper, 41 year old black male with an address of Shoma Drive in Shelbyville, TN. Mr. Harper was killed from an apparent gunshot wound. Winchester Police Department is investigating this death as a homicide. On December 3, 2017 a white female with blonde/red hair wearing a Carhartt jacket took a 40" Vizio television from Wal Mart located on 2675 Decherd Boulevard in Winchester. The female left Wal Mart with the television in a maroon Jeep Cherokee. It is unknown what the identity of the female involved in the theft is at this time. We are asking for any help in identifying the female involved in the theft. If anyone may know the female's identity is encouraged to contact Detective Ryan Fuller with the Winchester Police Department at 931-967-3840 or they can call Crimestoppers at 931-962-INFO(4636).
