2018 CITIZENS POLICE MINI - ACADEMY The Waupun Police Department is seeking interested Waupun area residents 18 years of age or older to fill the 2018 Citizens Police Mini-Academy roster. The Citizens Police Mini-Academy offers an inside view of the Waupun Police Department, and an overview of many different areas of today’s law enforcement. The Mini-Academy will be held on Wednesday nights from 6:00pm to 9:00pm, beginning on February 7, 2018 and ending February 28, 2018. Applications and additional information can be found on the Waupun Police Department’s website (www.waupunpd.org), Facebook page, or at the Waupun Police Department, located at 16 E Main St. Please return the completed applications to the Waupun Police Department, or to Lieutenant Joe Pfalzgraf (joe@waupunpd.org), by February 1, 2018.

Congratulations to Deputy Chief Jeremy Rasch for graduating from the FBI National Academy! (Law Enforcement Training - See attached link for info). In the first photo Chief Scott Louden is pictured (left) with Deputy Chief Jeremy Rasch (right). Chief Louden is also a graduate from a prior class of the FBI National Academy. We were honored that President Trump gave a speech to all of the graduates! (2nd photo) The FBI National Academy is a professional course of study for U.S. and international law enforcement managers nominated by their agency heads because of demonstrated leadership qualities. Winter Parking Restrictions No person shall park any vehicle on any street or alley in the City of Waupun between 2:00 a.m. and 6:00 a.m. on any day when there has been an accumulated snowfall of 2 inches or more, or between 2:00 a.m. and 6:00 a.m. on the day thereafter, as such snowfall is measured at the Waupun Safety Building. The restrictions set forth in subsection (a) above shall not apply to Physicians or Emergency Medical Technicians on emergency calls. No person shall park any vehicle in any City parking lot between 2:00 a.m. and 6:00 a.m. of any day during December, January, February and March, except the following areas designated as "Overnight Off-Street Parking Areas":1.The northerly 20 feet of that parking area lying north of The House of Hunan Restaurant being a part of the south half of Lot 4, Block 15 of the Plat of East Waupun to the City.2.The southerly 60 feet of the east 20 feet of that parking area lying north of Judson’s Bowling Alley, being a part of Lot 1, Block 14 of the Plat of East Waupun to the City.3.The southerly parking area lying south of the east-west alley running through the 400 block of E. Main St. between Carrington St. and S. Madison St. being a part of the north half of Lot 7, Block 11 of the Plat of East Waupun to the City and being 56 feet in depth and 61 feet in width.4.The northeast tier and west center tier of parking stalls in the municipal parking lot boarded by S. Mill St. and S. Madison St. With regard to each of the winter time, overnight, off-street parking areas listed in paragraph (c) above, the following parking limitations shall apply: 1.No vehicle shall remain in any such parking space for longer than a 12-hour period.2.No vehicle shall remain in any parking space between 8:00 a.m. and 11:00 a.m. on any day in which snow has accumulated on the off-street parking areas during the months of November, December, January, February and March in any year.The Director of Public Works or, in his absence, any member of the Police Department, may authorize immediate and summary removal of any vehicle parked in violation of these sections and the costs of removal and subsequent storage shall be paid by the owner of the vehicle removed before the vehicle is restored and released to the owner. Snow & Ice Removal The owner or lessee of every lot or parcel of land in the City fronting or abutting upon a sidewalk shall clear the sidewalk, in front of or abutting upon such premises, 24 hours after the end of the snow event, and shall cause the same to be kept clear of snow and ice. If the owner or lessee has no adjacent yard or parkway for the depositing of snow, snow may be placed on the portion of sidewalk nearest the curb so as to allow for safe pedestrian traffic on as much of the sidewalk as is practical. PROPER DEPOSITING OF SNOW. No person shall deposit, or cause to be deposited, any snow or ice taken and removed from his premises or elsewhere upon any sidewalk, alley, parkway, public place or street in the City, provided, however, that snow removed from a sidewalk in front of or abutting his premises, as is required by subsection (1) above, may be deposited on the adjacent parkway. Snow shall not be piled at or near street intersections or parking lot exits so as to obstruct the view of pedestrians or operators of motor vehicles.RESTRICTIONS.(a)The deposit of any snow or ice on any sidewalk, alley or street of the City contrary to the provisions of this chapter is declared to be a public nuisance.(b)In addition to the penalty provided for violation of this section, the City may summarily remove such snow or ice and cause the cost of such removal to be charged to the owner of the property from which it has been removed, as set forth below.(c)The charge for snow removal by the City shall be computed at twice the hourly rate of the employees involved in such snow removal multiplied by the time involved in removal and transportation to and from the site, together with an administrative fee of $50.00 per occasion. A minimum total charge of $100.00 shall be charged per occasion when snow is removed by the City. These costs are not to be considered a penalty, but are to reimburse the City for its cost in administration and overhead for the employees involved in such snow removal.
