SEX OFFENDER INFORMATION BULLETIN February 20, 2018 The Jefferson Police Department is releasing the following information pursuant to Wisconsin State Statute 301.46(2m) which authorizes law enforcement agencies to inform the public of a sex offenders release when, in the discretion of the agency, the release of information will enhance public safety, awareness and protection. The individual who appears on this notification has been convicted of a sex offense. Further, his criminal history places him in a classification level, which reflects the potential to re-offend. This sex offender has served the sentence imposed on him by the courts. He is NOT wanted by the police at this time. This notification is not intended to increase fear; rather, it is our belief that an informed public is a safer public. Sex offenders have always lived in our communities; but it was not until the Sex Offender Registration and Notification Law was enacted that law enforcement was able to share this information with the community. Citizen abuse of this information to threaten, intimidate, or harass registered sex offenders will NOT be tolerated. Gary A. Kleinschmidt has been released from prison and will be listed as HOMELESS in Jefferson as of today, after serving his sentence for: one count of Wisconsin State Statute 948.02 (1)—1st degree Sexual Assault of a Child, 940.20 (1)—Battery by Prisoners and 940.225(3)—3rd Degree Sexual Assault. Kleinschmidt’s victims were a pre-teenaged female relative and an adult female acquaintance. Gary A. Kleinschmidt will be HOMELESS in Jefferson and will be on 24-hour Global Positioning System program. Agents specializing in intensive supervision will supervise him. He will continue to participate in long-term programming while on probation/parole. In addition to the intensive supervision rules, to which he must adhere, Kleinschmidt will be subject to additional specific rules. These rules include: no contact with his victims; he may not have any unsupervised contact with minors; he may not be in any taverns/bars or liquor stores and he can not consume any alcohol or drugs. Kleinschmidt is registered with the Sex Offender Registry Program and will be escorted upon his release into the community, directly to the Jefferson Police Department for a face-to-face registration with law enforcement. If Kleinschmidt violates any of these rules or conditions of his probation/parole, he will be taken into custody and placed in confinement, pending review of possible revocation proceedings. Witnessed violations of the rules should be reported to the Jefferson Police Department at 674-7707 as soon as possible.
