Concerning a new detention center: THREE FACTS Fact #1: We are going to build a jail! Sooner or later, one way or another, we are going to build a new jail. We can not continue to house 300+ inmates in a facility designed for 150. If we don’t take the initiative ourselves, it’s only a matter of time until we are sued in Federal Court and a Federal Judge will mandate we build one. Fact #2: We are going to pay for it! No one is going to build it and give it to us. If we take the initiative, we will have to identify how we’re going to finance the construction when we build it as well as how and where we’re going to get the money to pay for it. If the Federal Courts get involved, they’ll tell us how we’re going to pay for it. Fact #3: The longer we wait, the more it’s going to cost! Interest rates really have no where to go but up and construction costs continue to increase every year. Again, if we wait on the Federal Courts to mandate we build a new facility it will be more than just a physical plant. We’ll be addressing issues such as staffing, social services (counseling, etc.), recreation, and the list goes on, all of which will add ongoing expenses to the county operating budget. By the way, on a FAST TRACK, it will be 5 years before we could move into a new facility!!!
