Integrated Public Alert and Warning System (IPAWS) National Test: October 3, 2018 at 11:18 am PST. Press Release: The Federal Emergency Management Agency (FEMA), in coordination with the Federal Communications Commission (FCC), will conduct a nationwide test of the Emergency Alert System (EAS) and Wireless Emergency Alert (WEA) October 3, 2018 (secondary date). The WEA portion of the test commences at 11:18 p.m. PST and the EAS portion follows at 11:20 p.m. PST. The test will assess the operational readiness of the infrastructure for distribution of a national message and determine whether technological improvements are needed. This is the fourth EAS nationwide test and the first national WEA test. The WEA test message will be sent to cell phones. Previous EAS national tests were conducted in September 2011, 2016 and 2017 in collaboration with the FCC, broadcasters, and emergency management officials in recognition of FEMA's National Preparedness Month. The EAS test is made available to EAS participants (i.e. radio and television broadcasters, cable systems, satellite radio and television providers, and wireline video providers) and is scheduled to last approximately one minute. The test message will be similar to regular monthly EAS test messages with which the public is familiar. The EAS message will include a reference to the WEA test: "THIS IS A TEST of the National Emergency Alert System. This system was developed by broadcast and cable operators in voluntary cooperation with the Federal Emergency Management Agency, the Federal Communications Commission, and local authorities to keep you informed in the event of an emergency. If this had been an actual emergency, an official message would have followed the alert tone at the start of this message. A similar wireless emergency alert test message has been sent to all cell phones nationwide. Some cell phones will receive the message, others will not. No action is required." The WEA test message will be a Presidential Alert and will read "THIS IS A TEST of the National Wireless Emergency Alert System. No action is needed." The WEA system is used to warn the public about dangerous weather, missing children, and other critical situations through alerts on cell phones. It allows customers whose wireless provider participates in WEA and who own a WEA compatible wireless phone to receive geo-targeted alerts of imminent threats to safety in their area through unique tones and vibration. The national WEA test will use the same special tone and vibration. The WEA test will be sent through IPAWS, as part of the nation's modern alert and warning infrastructure that automatically authenticates alerts. Cell towers will broadcast the WEA test for approximately 30 minutes. During this time, cell phones that are switched on and within range of an active cell tower should be capable of receiving the test message. Cell phones should receive the message once. Significant coordination has been conducted with EAS participants, wireless providers, and emergency managers in preparation for this EAS-WEA national test. This test is intended to ensure public safety officials have the methods and systems that will deliver urgent alerts and warnings to the public in times of emergency or disaster. Periodic testing of public alert and warning systems is also a way to assess the operational readiness of the infrastructure required for the distribution of a national message and determine whether technological improvements are needed. Receiving preparedness tips and timely information about weather conditions or other emergency events can make all the difference in knowing when to take action to be safe. FEMA and our partners are working to ensure alerts and warnings are received quickly through several different technologies, no matter whether an individual is at home, at school, at work, or out in the community. The FEMA app, which can be downloaded on both Android and Apple devices, is one way to ensure you receive both preparedness tips and weather alerts of your choice. PRESS RELEASE UPD CASES #18-2319 DATE: 09-12-18 LOCATION: 176 WABASH AVE. UKIAH SUSPECT: 56 YEAR OLD MALE UKIAH On 9-12-18 at approx. 4 PM, UVFA crews were dispatched to a fire in a trailer at the mobile home park at 176 Wabash Ave. UVFA crews were able to contain the fire before it spread to neighboring trailers. The trailer was completely destroyed as a result of the fire. The resident sustained serious, life threatening injuries and was flown to an out of county hospital for treatment. The fire appeared suspicious in nature and law enforcement was contacted. Mendocino Major Crimes Task Force responded to the scene. A search warrant was obtained and evidence was located that the fire occurred as a result of a butane honey oil lab explosion. Butane honey oil labs are inherently dangerous and unfortunately more and more common. We are fortunate that in this incident, no other injuries or damages occurred to the neighbors. Honey oil, also known as “hash oil” or “wax” is a substance containing high levels of THC or tetrahydrocannabinol, which is the active ingredient in cannabis. Honey oil is created by using butane to extract THC from cannabis. The criminal honey oil lab aspect of the investigation is being headed by the Mendocino Major Crimes Task Force. Press Release: The Ukiah Police Department, in partnership with Mendocino County Probation and the Ukiah Unified School District, joins police departments in 47 other US states and international countries who now provide the GREAT program to students in schools ranging from 4th grade through the 8th grade. The GREAT Program, which stands for Gang Resistance Education And Training, is an evidence-based national and international gang and violence prevention program that has been building trust between law enforcement and communities for almost 30 years. GREAT was developed by the Phoenix, Arizona Police Department, along with educators and community leaders, and received funding from Bureau of Alcohol, Tobacco and Firearms (ATF). The GREAT Program is built around school-based, age appropriate, law enforcement officer-instructed classroom curricula. It provides a continuum of components for children and their families to include 13-lessons for the middle school curriculum and 6-lessons for elementary school curriculum. The GREAT Program benefits students by providing them with life skills to avoid criminal behavior and gang membership through learning how to deal with issues such as bullying, peer pressure, and decision making. This program also helps create and maintain a positive relationship between students, school staff, and law enforcement. We are excited and thankful for the opportunity to bring the GREAT Program to our community! This program will be led by Ukiah Police Department Officers Madrigal and Delapo, and Mendocino County Probation Department Officers Perez and Gaspar. This program will begin with Oak Manor Elementary School’s 4th grade classes then expand to others elementary schools’ 4th grade. We are currently in the process of arranging dates and times for the middle school program.
