Stage 1 Fire restriction resolution for Costilla County.

On 5/23/2018 Irma Martinez, 45 was arrested in Walsenburg, CO by Huerfano County during a traffic stop. Irma was arrest without incident and is currently in custody in our jail. Irma was wanted by our agency for Attempted Murder.

We now have a drug drop off box located at the Sheriff's Office located at 103 Gasper St. San Luis, CO. Everyone is welcome to drop off any unused/used, open/unopened prescription medication. Costilla County Sheriff will be enacting Stage 1 Fire Ban for Costilla County. We will no longer be issuing any fire permits. Our office along with Costilla County Fire Department have responded to two fires. One fire (May 17th) resulted in an individual being charged with 4th Degree Arson. We ask that all Residents, and visitors abide by the Stage 1 Fire Restrictions. If anyone has any questions please contact our office at 719-672-0673.

The Forest Service is enacting stage 1 fire restrictions beginning May 21st.

ATTEMPT TO LOCATE: The Costilla County Sheriff’s Office is seeking the public’s help in locating escapee Jack Johnson, 38. Jack is 5’03”, weighs 165Ibs, has black hair, and brown eyes. Jack was last seen wearing a white sweater, and white shorts. It is unknown where Jack may be headed. If anyone knowns the whereabouts of Jack please contact the Costilla County Sheriff’s Office Dispatch Immediately at 719-589-5807, or Crime Stoppers at 719-589-4111.

PRESS RELEASE On 4/14/2018 Costilla County Deputies received a call of a body that had been located near Wild Horse Mesa by Costilla County Residents. A thorough investigation was done by Costilla County Deputies and the Costilla County Coroner which determined that there was no foul play involved. The body was identified as Duane Lopez, 63 who had been missing since March 19th.

We were asked by Blanca Police Dept. To inform everyone that they currently have an active fire ban in the Town of Blanca City Limits. Any questions can be forwarded to the Town of Blanca.

Just a reminder that we are in high fire danger and Costilla County is currently under a fire ban. A copy of the fire ban has been posted on our page.

Due to the extremely dry and windy weather conditions and the threat these conditions pose for extreme fire danger the Costilla County Sheriff's Office, Costilla County BOCC, Costilla County Fire Chief, and the Emergency Manager enacted a fire ban for Costilla County. On April 5th, 2018 at approximately 8 a.m. code enforcement officers while out on a call spotted a vehicle associated with an individual wanted for murder out of El Paso County. Code Enforcement Officers followed the black Tahoe. Well following the Tahoe an unidentified individual stuck a handgun out of the window firing one shot at code enforcement officers. Code Enforcement Officers did not fire back at the vehicle due to the vehicle traveling at a high rate of speed. A search of the area was conducted and the occupants or the Tahoe were not located. The tahoe is a 2005 Chevrolet Tahoe, CO Plate QXC926. This is an ongoing investigation, and if anyone has any information regarding this incident are encouraged to contact the Costilla County Sheriff's Office Dispatch at 719-589-5807 or at 719-672-0673.

*******CAPTURED******* 3/22/18 at approx. 1745 hours, The Costilla County Sheriff's Office Deputies arrested Jack David Johnson, 37. Jack was wanted on an active warrant out of our agency for Assault in The Second Degree, Felony Menacing, and Reckless Endangerment with a $20,000 bond. Jack was also wanted on a Parole Violation out of the Colorado Department of Corrections with a no bond hold. Jack was arrested do to the help of an anonymous person and was arrested on the 1000 block of Pedro St. In San Luis, CO.

UPDATE: Duane Lopez is still missing. We utilized Alamosa Search and Rescue as well as several individuals who assisted with ground search. A search K9 team assisted with ground search , and Flight for life also assisted with fly overs.

The Costilla County Sheriff's Office is seeking the public's help in locating a missing at-risk adult. The male is Duane Lopez, 62. Duane has brown eyes, grayish hair, approx. 6'01" and weighs 175lbs.. He was last seen on main street in San Luis, CO. Duane was last seen wearing a navy blue coat, blue jeans, and brown shoes. According to friends Duane is very shy but will respond to his name. If he is found please contact The Costilla County Sheriffs Office at 719-672-3302.

PRESS RELEASE On February 21st, 2018 at approximately 1210pm, Costilla County Sheriff’s Office received a call of a burglary at a residence located on the 500 block of 4th St. in Fort Garland, CO. Sergeant Paul Quintana responded and after a thorough investigation, the suspects were quickly identified and a search warrant was issued and executed at a residence located on the 300 block of 7th St. in San Luis, CO by Sgt. Quintana, Undersheriff Ricky Rodriguez, and Deputy Keith Schultz. During the search of the residence all items that had been stolen belonging to the victim were located and returned to the victim. Santiago Vigil, 41, and Kristine Vigil, 27 were arrested at the residence located in San Luis, CO and were booked into the Costilla County Jail on charges of 2nd Degree Burglary, Identity Theft, Theft, and Criminal Mischief. Kristine was also charged with these charges along with two additional charges of Obstructing a Peace Officer and Resisting Arrest. Santiago is being held on a $20,000 bond and has a Parole Hold out of the Department of Corrections and Kristine is being held on a $5000 bond for Accessory to a Crime. Ricky Rodriguez Undersheriff

On February 18, 2018 at approximately 0943 hours Sgt Paul Quintana was called out by dispatch regarding two male parties (Daniel Robins 24 and Quincey Davison 24 from Adams State College) stranded on Smith Resevoir stuck in ice. SGT Quintana arrived and called out Ft Garland Fire and EMS to assist. Once the parties were located SGT Quintana requested a boat to be able to reach the parties as they were drifted out by the high winds and waves to the north end of the lake. A plan was made once a small John boat was acquired by a citizen. Both SGT Quintana and the citizen volunteered to go out to get to the males. Risking their own safety, SGT Quintana and the citizen ran into ice and made the decision to walk across the ice to get to the males. While walking, SGT Quintana fell through the ice but safely made it back on the boat. Knowing how cold the water was, SGT Quintana and the citizen pressed on. When they reached approximately 45 feet from the males, SGT Quintana threw a safety rope to the males, due to the ice thinning, and safety pulled the males back to the shore. Both rescuers and the two male parties were checked by EMS and were cleared without injury. The Sheriff's Office would like to thank Ft Garland Fire, Costilla EMS, and the citizen who assisted in getting the males back to safety.
