PRESS RELEASE On Sunday, October 28, 2018 at approximately 4:35 pm, Buchanan County Sheriff’s Deputies responded to a report of a motor vehicle accident on 170th Street near Hwy 150. According to the investigation, a 2004 Chevrolet Trailblazer operated by Troy Tarpy, 18, of Independence was traveling east on 170th Street when Tarpy lost control of the vehicle. The vehicle entered the south ditch and rolled, coming to rest on its wheels. Tarpy and three passengers in the vehicle were all transported to Buchanan County Health Center in Independence with minor injuries. Tarpy was later cited for Failure to Maintain Control. The Buchanan County Sheriff’s Office was assisted at the scene by the Iowa State Patrol, Independence Fire Department and Area Ambulance Service.

Lawless and Crawford were each charged with Public Intoxication (simple misdemeanor) and Possession of Alcohol Under Age (simple misdemeanor). These arrests were made in the 200 blk Second Street N in Winthrop. PRESS RELEASE On Monday, October 29, 2018 at approximately 8:40 pm, Buchanan County Sheriff’s Deputies arrested Nicole Valene Long, 38, of Center Point. Long was arrested on active arrest warrant out of Buchanan County for Probation Violation Failure to Appear. Long was transported to and held at the Buchanan County Jail. The Linn County Sheriff’s Office assisted in this arrest. Tonya Rupe was charged with Domestic Abuse Assault (simple misdemeanor) and Violation of Protection Order (simple misdemeanor). McNeece was charged with Driving While License Barred (aggravated misdemeanor), Driving While License Suspended (simple misdemeanor) and Failure to Have SR22 Insurance (simple misdemeanor). McNeece was also cited for Operating Non-Registered Vehicle and Failure to Carry Proof of Insurance. This arrest was made following a traffic stop near Warren Street and Woodruff Street in Aurora. PRESS RELEASE On Thursday, October 25, 2018 at approximately 4:25 pm, Buchanan County Sheriff’s Deputies responded to a report of a motor vehicle accident in the 1200 blk 210th Street east of Jesup. According to the investigation, a 2007 Toyota Camry operated by Katelyn Dewald of Jesup was traveling westbound on 210th Street when Dewald met an on-coming vehicle traveling eastbound. Dewald attempted to move over and lost control of the vehicle. The vehicle entered the ditch and rolled, coming to rest upside down. Dewald was transported to Allen Hospital in Waterloo with minor injuries. The Buchanan County Sheriff’s Office was assisted at the scene by the Jesup Police Department, Jesup Fire department and Jesup Ambulance Service.

PRESS RELEASE On Tuesday, October 23, 2018 at approximately 4:20 pm, the Buchanan County Sheriff’s Office received a 911 report of a motor vehicle accident with injuries on Slater Avenue near 200th Street north of Winthrop. According to callers, it was reported that a southbound car and a northbound farm combine struck nearly head-on in the roadway. The driver of the car, a 17-year-old male, was extricated from the car and airlifted to University of Iowa Hospitals and Clinics in Iowa City with serious injuries. A passenger in the car, a 15-year-old female, was transported to Buchanan County Health Center in Independence with minor injuries. The driver of the combine, identified as Donald Cook of Lamont, was treated and released at the scene. The roadway was closed for about 45 minutes due to the accident and traffic was temporarily re-routed. At this time, the accident remains under investigation. The Buchanan County Sheriff’s Office was assisted at the scene by the Winthrop Fire Department, Independence Fire Department, Area Ambulance Service and Lifeguard Air Ambulance.

PRESS RELEASE On Saturday, October 20, 2018 at approximately 10:00 am, Buchanan County Sheriff’s Deputies responded to a report of a motor vehicle accident at the intersection of Jamestown Avenue (Hwy 150) and 290th Street, west of Rowley. According to the investigation, a 2007 International 4000 operated by Daniel Ratchford of Brandon was traveling eastbound on 290th Street and stopped at the stop sign at Hwy 150. Ratchford then proceeded forward and into the path of a southbound 2012 Volvo semi-truck operated by Esad Miljkovic of Louisville, KY. Both vehicles collided in the intersection. Ratchford was transported to St. Luke’s Hospital in Cedar Rapids with minor injuries. Moljkovic was uninjured in the collision. Ratchford was later cited for Failure to Yield Right of Way. The Buchanan County Sheriff’s Office was assisted at the scene by the Independence Fire Department, Rowley Fire Department, Independence Police Department, Area Ambulance Service and Iowa DOT Motor Vehicle Enforcement.

PRESS RELEASE On Wednesday, October 17, 2018 at approximately 6:45 pm, Buchanan County Sheriff’s Deputies responded to a report of a motor vehicle accident in the 1800 blk Nathan Bethel Avenue. According to the investigation, a 2015 Subaru Outback operated by David Richards of Mount Vernon was traveling southbound on Nathan Bethel Avenue when he slowed for deer that were crossing the roadway. A 2008 Chevrolet Uplander operated by Jane Watson of Hazleton was also traveling southbound behind the Richards vehicle and was unable to stop in time, colliding with the rear of the Richards vehicle. The Richards vehicle came to rest on the roadway while the Watson vehicle entered and came to rest in the east ditch. Only minor injuries were reported and the Buchanan County Sheriff’s Office was assisted at the scene by the Winthrop Fire Department and Area Ambulance Service.

PRESS RELEASE On Tuesday, October 16, 2018 at approximately 2:15 pm, Buchanan County Sheriff’s Deputies responded to a report of a motor vehicle accident near Jackson Street and Pine Street in Lamont. According to the investigation, a 2003 Chrysler Town & Country operated by Tate Richard Easley, 31, of Lamont, was traveling west on Pine Street. Easley attempted to make a right-hand turn onto Jackson Street and was unable to negotiate the turn. Easley struck the concrete bridge rail on Jackson Street, disabling the vehicle in the roadway. Easley left the scene and was located shortly later. He was subsequently arrested and charged with first offense Operating While Intoxicated (serious misdemeanor) and two counts of Operating Motor Vehicle without Owner’s Consent (aggravated misdemeanor). Easley was also cited for Failure to Maintain Control, No Proof of Insurance and Failure to Have Valid Driver License. The Buchanan County Sheriff’s Office was assisted by the Lamont Fire Department. These charges stem from an incident in which Deputies assisted an Independence Police Officer that had conducted a traffic stop on McCluskey near Second Avenue and Seventh Street NE in Independence. Numerous other charges were filed by Independence Police related to the traffic stop. PRESS RELEASE On Monday, October 15, 2018 at approximately 5:25 am, Buchanan County Sheriff’s Deputies arrested Todd Cameron Robinson, 52, of Cedar Falls. PRESS RELEASE On Wednesday, October 10, 2018 at approximately 2:50 am, Buchanan County Sheriff’s Deputies responded to a report of a motor vehicle accident on Hwy 20 near the 261 mile marker. According to the investigation, a 1998 Peterbilt semi tractor-trailer operated by Brady Witzke of Ringsted, IA was traveling eastbound on Hwy 20. Witzke stated he fell asleep while operating the semi. The semi entered the median and struck a cross-over before coming to rest. No injuries were reported and Witzke was cited for Failure to Maintain Control. Damage was estimated at $65,000. The Buchanan County Sheriff’s Office was assisted at the scene by the Quasqueton Fire Department and Winthrop Fire Department.

PRESS RELEASE On Monday, October 08, 2018 at approximately 7:30 pm, Buchanan County Sheriff’s Deputies responded to a report of a motor vehicle accident in the 1900 blk Otterville Blvd north of Independence. According to the investigation, a 2001 Chrysler PT Cruiser operated by Sydney McGraw of Manchester was traveling eastbound on Otterville Blvd when McGraw stated that she swerved to miss a deer in the roadway. McGraw lost control of the vehicle and struck a bridge guardrail. The vehicle then came to rest in the roadway. McGraw and a passenger, Taryn Smith, also of Manchester, were transported to Buchanan County Health Center with minor injuries. McGraw was later cited for Failure to Maintain Control. The Buchanan County Sheriff’s Office was assisted at the scene by the Independence Fire Department and Area Ambulance Service.

PRESS RELEASE On Wednesday, October 03, 2018 at approximately 7:45 pm, Buchanan County Sheriff’s Deputies responded to a report of a motor vehicle accident at the intersection of Jackson Avenue (Hwy 150) and 150th Street, south of Hazleton. According to the investigation, a 2011 Dodge Caravan operated by Estelle Gudenkauf of Rowley was traveling northbound on Jackson Avenue and attempted to avoid colliding with a vehicle ahead of her that was turning onto 150th Street. Gudenkauf’s vehicle left the roadway and struck a stop sign and field post, coming to rest in the northeast ditch. No injuries were reported.

PRESS RELEASE On Wednesday, October 03, 2018 at approximately 2:55 pm, Buchanan County Sheriff’s Deputies responded to a report of a motor vehicle accident near 205th Street and Nathan Bethel Avenue. According to the investigation, a 2003 Oldsmobile Alero operated by Austin Ackerman of Winthrop was traveling westbound on 205th Street when he lost control of the vehicle. The vehicle entered the north ditch and rolled, coming to rest upside down. Ackerman sustained minor injuries in the incident and did not require medical attention. He was cited for Failure to Maintain Control. The Buchanan County Sheriff’s Office was assisted at the scene by the Independence Fire Department, Winthrop Fire Department, Area Ambulance Service and a Fayette County Sheriff’s Deputy that was passing through the area.

PRESS RELEASE On Wednesday, October 03, 2018 at approximately 11:15 am, Buchanan County Sheriff’s Deputies responded to a report of a motor vehicle accident in the 2000 blk 206th Street north of Independence. According to the investigation, a 2001 Dodge Dakota operated by Joseph Olsen on Independence was backing out of a driveway in the 2000 blk 206th Street. A 1993 Kenworth semi tractor-trailer operated by Erwin Henderson of Independence was traveling southbound on 206th Street when Olson was backing out of the driveway. The Henderson vehicle attempted to avoid a collision but struck the rear of the Olson vehicle before going into the east ditch and rolling onto its side. No injiuries were reported and Olson was cited for Failure to Yield to traffic.

PRESS RELEASE - Fatality Incident On Saturday, September 15, 2018 at approximately 1:40 pm, the Buchanan County Sheriff’s Office received a 911 report of an incident involving a juvenile and a riding lawn mower in the 400 blk Lakeside Drive in Fairbank. Law enforcement and emergency medical services were immediately dispatched to the scene. According to the initial investigation, a juvenile, identified as Carson James McGrane, 12, of Fairbank, was mowing a lawn in the 400 blk Lakeside Drive. It appears that the McGrane may have shut the lawn mower down and stepped away from it. It also appears that at some point, the lawn mower began to roll backward on an incline, striking McGrane and pinning him underneath. McGrane was removed from under the mower and transported to an area hospital where he was pronounced dead. This incident remains under investigation by the Fairbank Police Department and Buchanan County Sheriff’s Office. The Fairbank Fire Department, Fairbank Ambulance, Oelwein Mercy Ambulance and Air-Care assisted at the scene.

PRESS RELEASE On Wednesday, September 12, 2018 at approximately 8:05 am, Buchanan County Sheriff’s Deputies responded to a report of a motor vehicle accident in the 2500 blk Grant Avenue. According to the investigation, a 2005 Pontiac Vibe operated by Benjamin Maki of Independence was traveling northbound on Grant Avenue when Maki struck a deer that ran onto the roadway. Maki lost control of the vehicle during the collision and entered the east ditch, rolling and coming to rest on right-side-up. Maki was taken by private vehicle to an area hospital with minor injuries. The vehicle was considered a total loss.

PRESS RELEASE On Friday, September 07, 2018 at approximately 5:45 am, Buchanan County Sheriff’s Deputies responded to a report of a motor vehicle accident near Jackson Avenue (Hwy 150) and 105th Street north of Hazleton. According to the investigation, a 2010 Chevrolet Silverado operated by Douglas Fagle of Oelwein was traveling southbound on Jackson Avenue when Fagle struck a large cow that was standing in the roadway. Fagle and a passenger were both transported to an area hospital with minor injuries. The cow was killed in the collision and the truck was considered a total loss. The Buchanan County Sheriff’s Office was assisted at the scene by the Hazleton Fire Department and Oelwein Mercy Ambulance Service.

Kim Reynolds issued a disaster proclamation Wednesday for Buchanan County in response to severe storms that took place beginning Sept. 2, 2018. The governor's proclamations allow state resources to be utilized to respond to and recover from the effects of this severe weather and activates the Iowa Individual Assistance Grant Program for qualifying residents, along with the Disaster Case Management Program. The Individual Assistance Grant Program provides grants of up to $5,000 for households with incomes up to 200 percent of the federal poverty level or a maximum annual income of $41,560 for a family of three. Grants are available for home or car repairs, replacement of clothing or food and temporary housing expenses. Original receipts are required for those seeking reimbursement for actual expenses related to storm recovery. The grant application and instructions are available on the Iowa Department of Human Services website. Potential applicants have 45 days from the date of the proclamation to submit a claim. Disaster Case Management is a program to address serious needs to overcome a disaster-related hardship, injury or adverse condition. Disaster case managers work with clients to create a disaster recovery plan and provide guidance, advice and referral to obtain a service or resource. There are no income eligibility requirements for this program; it closes 180 days from the date of the governor's proclamation. For information on the Disaster Case Management Program, contact your local community action association or visit www.iowacommunityaction.org. Residents of counties impacted by the recent severe weather are asked to report damage to help local and state officials better understand the damage sustained. Damage to property, roads, utilities and other storm-related information may be reported.
