PRESS RELEASE: On October 11, 2018, at approximately 0551 hours, the Dubuque Police Department responded to the Hardee’s restaurant at 4860 Asbury Rd on the report of a robbery. Two employees were preparing to open the restaurant when a masked male entered the store, displayed a handgun and assaulted Angela D. Wissing, age 43, of Dubuque. The suspect then took money from a safe. Wissing received minor injuries. Using the witness description and traffic cameras, a suspect was developed. William Arthur Brown, age 40, of Dubuque was located at his residence and eventually admitted to perpetrating the robbery. William Brown was charged with Robbery 1st degree (a class B felony). The investigation also revealed the other employee, Mary Ann Brown, age 37, of Dubuque had worked in concert with her husband to commit the robbery. Mary Brown was also charged with Robbery 1st degree. Additionally, William and Mary Brown were charged with Child Endangerment (aggravated misdemeanor) for leaving a young child unattended at home, while perpetrating the offense.
