Date: 5/30/2018 Incident/Charge: Violation of No Contact Order Location: Winneshiek County Jail Person: Brian Miller Address: Postville, Iowa Age: 39 Incident Details: While incarcerated in the Winneshiek County Jail, Brian Miller violated a no contact order. Miller was charged with violation of a no contact order.

The Winneshiek County Sheriff’s Office welcomes Deputy Byron Hook. Byron grew up in Kansas City, MO where he met his wife, Emily. They moved to northeast Iowa in 2000. Byron attended Upper Iowa University from 2001-2003. Byron served in the Decorah Army Reserve Unit for 13 years and was deployed to Iraq and Afghanistan. Byron began his law enforcement career in 2009 with the Monona Police Department and graduated from the 233rd Basic Police Academy at Camp Dodge Military Base in Johnston, Iowa. Byron joins us from the Decorah Police Department where he was an officer for the past 5 years. In his free time he enjoys cycling, hunting and fishing, spending time with his wife and three kids and playing guitar in his church worship band. Deputy Hook will be specializing in DARE/School Resource, investigations and will also be active with the Special Response Team (SRT).

Date: 5/28/2018 Time: 7 PM Incident/Charge: Aggravated Misdemeanor Criminal Mischief Location: Highway 9 in Madison Township Person: Ronald Still Address: Ridgeway, Iowa Age: 43 Incident Details: Deputies were called to a residence near Ridgeway. Upon arriving to the residence, property was scattered throughout the yard and driveway. Ronald Still was arrested and transported to the Winneshiek County Jail.

Date: 5/27/2018 Time: 10:06 PM Incident/Charge: Operating while under the influence 2nd Offense Location: River Road in Decorah Township Person: Gary Rausch Address: Decorah, Iowa Age: 60 Incident Details: Deputies responded to a one vehicle accident on River Road near 260th Street. A vehicle was found in the ditch and the driver Gary Rausch refused medical treatment. Rausch was arrested and booked into the Winneshiek County Jail for operating while under the influence.

Date: 5/26/2018 Time: 9:21 PM Incident/Charge: Willful Injury – Causing Bodily Injury Location: Castalia, Iowa Person: Brandon Brown Address: Elkader, Iowa Age: 35 Incident Details: Deputies responded to a fight in progress at a residence in Castalia. Brown was arrested and transported to the Winneshiek County Jail.

Date: 5/27/2018 Time: 4:16 PM Incident/Charge: 5 arrested for Public Intoxication Location: Cattle Creek Road in Bluffton Township Person: Randall Rau Address: Oelwein, Iowa Age: 52 Person: Timothy Wright Address: Oelwein, Iowa Age: 50 Person: Jolene Wright Address: Oelwein, Iowa Age: 44 Person: Rachel Wright Address: Oelwein, Iowa Age: 21 Person: Nicole Wright Address: Oelwein, Iowa Age: 18 Incident Details: After several reports of some individuals kayaking the Upper Iowa River and possibly in distress the Decorah Fire Department, Iowa State Patrol and Iowa DNR responded with Winneshiek County Deputies to the Upper Iowa River in Bluffton Township to assist. All above listed were arrested and transported to the Winneshiek County Jail for public intoxication.

Date: 5/27/2018 Time: 5:10 AM Incident/Charge: Two counts of Assault Location: Ossian, Iowa Person: Jorge Cardona Address: Ossian, Iowa Age: 23 Incident Details: Deputies responded to a fight in progress on Main Street in Ossian. Cardona was arrested and transported to the Winneshiek County Jail for assault on two individuals.

Date: 5/26/2018 Time: 4:11 PM Incident/Charge: Operating while under the influence Location: West Ravine Road in Bluffton Township Person: Phillip Mashek Address: Cresco, Iowa Age: 23 Incident Details: Deputies responded to a one vehicle on its side in the ditch on West Ravine Road. Phillip Mashek was arrested and booked into the Winneshiek County Jail for operating while under the influence. No injuries were reported.

Date: 5/26/2018 Time: 2:56 PM Location: Town Line Road in Madison Township Total Property Damage: $15,000 Driver: Amber Cole Address: Shell Rock, Iowa Age: 22 Vehicle: 2008 Ford Edge Accident Details: Cole was eastbound on Town Line Road and crossed the center line, lost control, entered the north ditch rolling the vehicle several times and coming to a rest on its top. Cole was transported by ambulance to Winneshiek Medical Center for non-life threatening injuries. The Iowa State Patrol cited Cole for failure to maintain control. The accident remains under investigation and other charges pending. The Winneshiek County Sheriff’s Office was assisted at the scene by the Iowa State Patrol, Decorah Fire Department and Winneshiek Medical Center.

Date: 5/26/2018 Time: 2:36 PM Location: Canoe Ridge Road & River Road in Pleasant Township Total Property Damage: $500 Driver: Timothy Morris Address: Onalaska, Wisconsin Age: 57 Vehicle: 2001 Harley Davidson Motorcycle Accident Details: Morris was eastbound on Canoe Ridge Road, lost control where the pavement turned to gravel and entered the ditch and overturned. The female passenger was thrown from the motorcycle which required ambulance transportation to Winneshiek Medical Center. This accident remains under investigation and charges pending.

The Winneshiek County Sheriff’s Office and Winneshiek County Emergency Management received a report of a dangerous bend (strong current flowing towards several fallen trees) in the Upper Iowa River. The location of this dangerous spot is about 200 yards up river from the Pole Line Road/Bluffton Road River Access. It is recommended that you use extreme caution or avoid this area all together if you choose to take to the river this weekend. As with all rivers and mother nature, the Upper Iowa River is ever changing and new hazards are always forming. Please govern yourself accordingly.

Date: 5/17/2018 Incident/Charge: Missing Family from South Carolina - Aggravated misdemeanor Accessory to a Felony Location: Bluffton, Iowa Person: Tami Linne Address: Bluffton, Iowa Age: 56 Incident Details: Tami Linne was charged with aggravated misdemeanor Accessory to a Felony in connection to harboring a fugitive. Linne willingly and knowingly harbored wanted felon William Ray and his missing family from South Carolina.

Over $5,000 was raised thanks to the ongoing generosity and support of the Winneshiek County Sheriff’s Office K-9 Unit. Date: 5/20/2018 Time: 1:03 AM Incident/Charge: Operating while under the influence Location: Fort Atkinson, Iowa Person: Rodney Flaskerud Address: Nashua, Iowa Age: 64 Incident Details: Rodney Flaskerud was arrested and booked into the Winneshiek County Jail for operating while under the influence.

UPDATE: On May 18, 2018, William and Jessica had their initial appearance hearings before a magistrate. William was held on $10,000 cash bond on the Winneshiek County charges and no bond on the South Carolina charges. William will face extradition and be transported back to South Carolina. Jessica was held on $1,250 cash bond. Both subjects remain incarcerated in the custody of the Winneshiek County Sheriff. Date: 5/17/2018 Incident/Charge: Missing Family from South Carolina Location: Quarry Hill Road in Decorah Township Person: William Ray Address: Camden, South Carolina Age: 44 Person: Jessica Ray Address: Camden, South Carolina Age: 36 Incident Details: Thursday May 17th dispatch received a call of a possible sighting of the Ray Family in Walmart. A short time later we received another call of the vehicle traveling just north of Decorah. Winneshiek County Deputies located and stopped the vehicle on Quarry Hill Road. William Ray, Jessica Ray and 2 year old Dakota Ray were located in the vehicle. Dakota Ray had been entered as a missing and exploited child since April 15, 2018. William Ray was arrested and charged with felony theft of a vehicle, operating a non-registered vehicle, no valid drivers license, failure to provide proof of financial liability, theft 5th degree. Jessica was arrested for theft 5th degree. In addition to the Winneshiek County charges, William also had an outstanding arrest warrant out of South Carolina. William and Jessica were both transported to the Winneshiek County Jail. William will remain incarcerated awaiting the extradition process to South Carolina. 2 year old Dakota Ray was placed into the custody of the Department of Human Services where she is being cared for. This case remains under investigation and additional charges are pending. The Winneshiek County Sheriff’s Office was assisted by the Decorah Police Department and the Winneshiek County Attorney’s Office.

Date: 5/16/2018 Time: 2:13 PM Incident/Charge: Warrant for violation of parole Location: Fayette County Jail Person: Darren Peyton Address: West Union, Iowa Age: 35 Incident Details: Darren Peyton was transported from the Fayette County Jail to the Winneshiek County Jail.

We have received several inquiries about why our flags at the Sheriff’s Office are flying at half-staff. This is National Peace Officer Recognition and Memorial Week. The Governor Kim Reynolds has asked that all flags at law enforcement agencies across the state lower the flags to half-staff in honor of our fallen officers. The flag to the left (green/gold) of the US flag is the Winneshiek County Sheriff’s Office flag and the flag to the right (black/blue) is Law Enforcement Memorial flag.
