On 11/11/2018 around 07:42 Nez Perce County Sheriff Office, Lewiston Fire Department Medics, and Life Flight were dispatched to an accidental self inflicted gun shot wound near Soldiers Meadow Lake. Life saving measures were performed on Ryan S. Rigney but he was pronounced deceased on scene. The Nez Perce County Sheriff Office is continuing its investigation. The Nez Perce Sheriff Office would like to remind everyone the importance of gun safety especially during hunting season. The Nez Perce Sheriff Office would like to express its condolences to the Rigney Family for their loss.

Throughout the nation, Red Ribbon Week was being experienced by children in schools everywhere. Drug addiction and sobriety is being experienced by many in our communities and Red Ribbon Week focuses on drug prevention. On 11/01/2018, Nez Perce County Deputies in conjunction with First Step Four Life Recovery Center provided an hour presentation to Grades 7-12 at the Culdesac High School. The children learned from Sergeant John Svancara the dangers of drugs and what to do when encountering questionable items. Sergeant Svancara gave safety tips such as leave drugs and paraphernalia alone when seen or to inform an adult when drug issues arise. First Step Four Life Recovery Center Board Member Lucas Martin told students about his struggles with addiction. His moving words struck home with the students as he started at their age dealing with addiction up until his current struggles. The presentation ended with Deputy JR Gregory and his K9 partner Aika. Deputy Gregory explained to the students a tool used by law enforcement to locate drugs. K9 Aika conducted two searches for drugs in front of the children so they could see first hand the power of a K9 partner. After each speaker, there was a dialogue with the students about some of the topics just presented. The Nez Perce County Sheriff's Office would like to thank Culdesac High School for allowing this presentation to be put on for their students. Michael Kenneth Murphy Jr. was last seen at the Palouse Mall in Moscow in late February 2018. Murphy is a Native American male, 6’2 175 lbs, brown hair, brown eyes, glasses, and may have facial hair. Murphy was reported missing by his mother on 7-25-2018 to the Sheriff’s Office and immediately entered into the National Crime Information Center, nationwide, as a missing person. Investigation by deputies over the past several months have yielded few leads in Murphy’s disappearance. Murphy is not known to use bank cards and his cell phone does not have a working number. Murphy was last seen entering an unknown vehicle with unknown license plates in Moscow with an unidentified male. Murphy was released from the custody of the Idaho Department of Corrections on 2-23-18. Murphy has been known to regularly contact family and friends but has not since late February. Due to all leads being exhausted, the Sheriff’s Office is now asking for help in finding Murphy. On 09-28-18 at about 0108, a Nez Perce County Deputy was patrolling in the area of Harvest Vista and Cougar Ridge area on Lapwai Rd.. The Deputy saw a vehicle traveling at a high rate of speed and confirmed the vehicle speed to be over 80 MPH in a posted 35 MPH zone. The Deputy turned his patrol vehicle around, followed the suspect vehicle and activated it's emergency lights and sirens eastbound on Lapwai Rd. from Harvest Vista area. The vehicle showed no signs of slowing down and continued to travel at speeds over 80 MPH toward the City of Lapwai. The Deputy shut down emergency response at the top of Soldiers Grade, when a Tribal Officer asked for assistance with the possible eluding suspect and vehicle toward the bottom of Soldiers Grade on Lapwai Rd.. Deputies responded to the area. The suspected vehicle was stopped and the driver, Robert Eneas, was taken into custody for Felony Eluding a Police Officer and Reckless Driving. There was a female passenger also in the vehicle with Eneas. There was no crash and no medical attention needed.

On September 24, 2018 Asotin County Deputies conducted a traffic stop on Brad W. Heitstuman in Clarkston, WA. One of the Deputies recognized Heitstuman and was aware of his felony warrant. When Deputies approached the vehicle Heitstuman was in, he drove away leading Asotin County Deputies on a pursuit through Clarkston and over the Red Wolf bridge. Nez Perce County Deputies Joined the pursuit once it entered into Idaho on Highway 128. Heitstuman then drove into Lewiston at speeds of up to 50 mph. Heitstuman drove his vehicle down Del Sol Ln, then drove onto someone's driveway in the area of 6th Ave and 14th St.. Heitstuman then exited his vehicle and fled on foot. ISP along with LPD units helped cover the area and search for Heitstuman who was located by a Nez Perce County Deputy and an LPD Officer. Heitstuman was taken into custody and charged with: felony eluding, resisting and obstructing, possession of a controlled substance, and paraphernalia. The Nez Perce County Sheriff's Office would like to thank ISP, LPD, and Asotin County for their help in this matter.

THEY ARE ATTEMPTING TO GET IT OPENED BACK UP BY THE WEEKEND. DUE TO A FIRE EARLIER AT HATWAI RD AND DANGER OF UTILITY POLE DANGER, ALL US HIGHWAY 95 TRAFFIC SOUTHBOUND HAS BEEN DIVERTED AT LEWISTON AND ALL NORTHBOUND TRAFFIC WILL BE DIVERTED AT US HIGHWAY 95 TO WEBB RD. PLEASE STAY CLEAR OF AREA UNTIL UTILTY CREWS AND POLICE CAN GET THE ISSUE RESOLVED.

Citizens of Nez Perce County, I know the lines are long and your time is very important to each of you. Now that Idaho Department of Transportation has implemented a new software program it has increased work and time of each Driver’s License Technician. By IDT doing this, all of the Counties in Idaho are affected which in turn it has affected everyone in Nez Perce County. I have been in contact with the Nez Perce County Auditor’s Office and came to a decision to hold the tax payers monies which pays ITD until the problem is fixed. If I was not to stand against ITD for doing this to Nez Perce County, I am not sure who would. ITD paid an enormous amount of money for a program that is less than substandard. The tax payers had no say on how their money was to be spent, but they are sure paying for what was done by the longer lines and wait time to get their business done at the Nez Perce County Sheriff’s Office. On 09/01/2018 at approximately 01:30 hours, a Nez Perce County Sheriff's Deputy attempted to make a traffic stop on a silver Nissan sedan for several violations including speed, traveling the wrong way on a roadway, and equipment violations. The vehicle failed to yield and an pursuit was initiated. The suspect vehicle was pursued from downtown Lewiston to downtown Lapwai. Once in Lapwai the pursuit was terminated due to the subject's erratic driving posing a threat to the public. The Nez Perce County Sheriffs Office is requesting the public's help in identifying the driver of the vehicle. We have received a couple phone calls this afternoon reference a scam: Folks report receiving a call from a Lieutenant Jacobs with Nez Perce County Sheriff's Office. This person told our callers they had warrants or citations. At that point the callers hung up and notified us. At NO TIME does the Sheriff's Office call anyone to tell them they have warrants or citations. At this time the Nez Perce County Driver's License office is still open and trying to process transactions. The wait time is approximately a minimum of 45 mins to an hour. Transactions are taking much longer than normal times. Some transactions are not able to be processed. There will be an update around 1230pm from the Idaho Transportation Department about the ongoing issues we are experiencing at this time. The Nez Perce County Sheriff's Office will be working with surrounding law enforcement agencies putting extra deputies on the road to combat Impaired Driving. Starting August 16th through September 3rd expect to see additional patrol car's looking for erratic driving behaviors on our roadways. We are reminding drivers that Idaho law enforcement has zero tolerance for impaired drivers, and if drivers make the choice to drive impaired they will face the consequences. These patrols are in cooperation with the Idaho Transportation Department to make Idaho roads safe for everyone.

***********************************UPDATE****************************** As of 8:45AM on 08/12/2018, Incident Command for the fire near Wild Goose Rapid in Nez Perce County has requested the roadway be open on Zaza Road and Deer Creek Road as well as the evacuation of Dough Creek through Corral Creek be canceled. The Nez Perce County Sheriff's Office is removing the road closure signs and allowing citizens access to their property at this time. Original Press Release: On today's date, a fire broke out near Wild Goose Rapid along the Snake River in Idaho. Information Nez Perce County Sheriff's Office received is one structure has burnt and others are at risk. Idaho Department of Lands fire crews are on scene fighting the fire. Nez Perce County Sheriff's Office encourages citizens stay away from the area of Dough Creek and Corral Creek until the further notice.
