**UPDATE - Dog was taken to the Madison County Animal Control (no-kill shelter)** A male black lab with a tan "Kong" collar was found near Sunrise Ct. The dog does not have tags and is not chipped. The Federal Emergency Management Agency (FEMA), in coordination with the Federal Communications Commission (FCC) will conduct a nationwide test of the WEA (Wireless Emergency Alerts) and EAS (Emergency Alert System) on Wednesday, October 3rd at 1:18 P.M. CDT. THE FIRST TEST FOR THE WEA AT 1:18 P.M. WILL BE A PRESIDENTIAL ALERT WITH THE FOLLOWING MESSAGE: “THIS IS A TEST of the National Wireless Emergency Alert System. No action is needed.” The WEA system is used to warn the public about dangerous weather, missing children, and other critical situations through alerts on cell phones. The national test will use the same special tone and vibration as with all WEA messages (i.e. Tornado Warning, AMBER Alert). USERS CANNOT OPT OUT OF RECEIVING THE WEA TEST. It should also be noted that WEA compatible cell phones that are switched on, within range of an active cell tower, and whose wireless provider participates in WEA should be capable of receiving the test messages. NOT ALL CELL PHONES WILL RECEIVE THE MESSAGE AND CELL PHONES SHOULD ONLY RECEIVE THE MESSAGE ONCE. THE SECOND TEST THAT WILL FOLLOW FOR THE EAS WILL HAVE THE FOLLOWING MESSAGE: “THIS IS A TEST of the National Emergency Alert System. This system was developed by broadcast and cable operators in voluntary cooperation with the Federal Emergency Management Agency, the Federal Communications Commission, and local authorities to keep you informed in the event of an emergency. If this had been an actual emergency an official message would have followed the tone alert you heard at the start of this message. A similar wireless emergency alert test message has been sent to all cell phones nationwide. Some cell phones will receive the message; others will not. No action is required.” This test is available to EAS participants via radio and television broadcasters, cable systems, satellite radio and television providers, and wireline providers. At approximately 12:32 p.m. the Highland Police Department responded to an armed robbery at the cash store, 12547 State Route 143. The suspect is described as a black male, approximately 30 years of age, wearing a black ball cap, white t-shirt, black zip up hoodie, blue jeans, and white shoes. The male suspect displayed a black handgun, demanded cash from the store, and fled the scene southbound through the parking lot. The employee was not harmed and an undisclosed amount of cash was taken from the business. The Highland Police Department was assisted by the Madison County Sheriffs Department, Illinois State Police, and Troy Police Department.
