At approximately 7:35PM on 10/14/2018, Officer Tracy Carter was working traffic on Hwy 425 South in Mangham, Louisiana, when his radar indicated a blue Dodge Challenger traveling 59 MPH in a marked 45 MPH zone. Officer Carter initiated a traffic stop on the Dodge Challenger. Upon making contact with the driver, Officer Carter requested a driver’s license, insurance and registration from him. The driver presented a Louisiana ID card which identified him as Clark West. West appeared to be extremely nervous and apprehensive when asked where he was traveling to. West’s ID was used to check criminal history and outstanding warrants. After being advised of his criminal history, consent to search the vehicle was requested. West denied the request to search, and a canine unit from Richland Parish Sheriff Office was called. While waiting for the canine unit to arrive, Officer Carter interviewed the passenger who was identified by her Louisiana Driver’s License as Quienetha A. Williams. Williams was in possession of 9mm handgun, that she claimed ownership of. While working the vehicle, the canine alerted on the front and passenger side door. The canine handler, Deputy Trey Stokes, confirmed the canine did in fact alert on the Dodge Challenger. At this time, Deputy Stokes and Officer Carter began their search of the vehicle. While searching the trunk of the vehicle, a black bag was found inside of a suitcase. The black bag contained in excess of 10,000 suspected Ecstasy Pills. These pills were packaged into 13 individual plastic bags weighing approximately 6oz per bag. At this time West and Williams were placed under arrest and taken into custody. Approximately 5:00pm on Tuesday May 29, 2018, Mangham Police Department received a call regarding a burglary at the Mangham Sports Complex which believed to occur on Monday, May 28, 2018 during the night. During the investigation we determined that entry was gained by burning a hole in the plexi glass window which allowed entry into the building. Upon investigation, Mangham Police Department found that Cokes, powerade, candy bars, and coins were taken. The Mangham Police Department would like to take this time and express our condolences to Clifton Straughter's family. On March 31,2018 at approximately 3:10 am the alarm at Clinic Pharmacy in Mangham was set off. Mangham Police Department and Richland Parish Sheriff Office responded finding no person at the business. Upon arrival officers noticed the glass in the front doors of pharmacy were broken out. During investigation officers noticed cash was missing. Durning joint investigations between Mangham Police Department, Richland Parish Sheriff Office, Ouachita Parish Sheriff Office, Caldwell Parish Sheriff Office and Lincoln Parish Sheriff Office an arrest was made on two individuals. Suspect: Richard W. Craig, White male of West Monroe charged with 1 count burglary of pharmacy, 1 count criminal damage to property, 1 count criminal trespassing Suspect: Mark K Lenard, white male of Monroe charged with 1 count simple burglary of pharmacy, 1 count damage to property, 1 count criminal trespassing Total bond set for both suspects are 54,000.00 each. Ouachita Parish, Caldwell Parish and Lincoln Parish all have criminal charges pending on these suspects. I would like to say thank you to all the above agencies for their corporation and job well done. When agencies can work together great things can happen in our parishes.

On March 19,2018, Mangham Police Department arrested two suspects for throwing objects at moving vehicles on La 425 and on Main Street in Mangham. This incident occurred on March 12,2018 and March 16,2018 from approximately 9-10pm. Mangham arrested Devarrio Booker of Mangham and Ty Resa Haynes of Mangham on 7 counts of aggravated damage to property and 2 counts of contributing to the delinquency of a juvenile. On October 28, 2017 Mangham Police Department arrested Reba Edwina Parnell white female 37 years of age from 39 Burrier Road Rayville, Louisiana. Reba Parnell was arrested for possession of firearm by convicted felon, possession of CDS, possession of Drug Paraphernalia , possession of CDS while possession of firearm. On November 03, 2017 Mangham Police Department arrested Rachel Lea Winstead, white female 27 years of age from Clarks, Louisiana for passing counterfeit money in Mangham in the amount of $20.00. Rachel's bond was set at $1,500.00. Chief Perry Fleming Mangham Police Department

On November 04, 2017 Mangham Police Department arrested (3) three subjects for unauthorized entry of an inhabited dwelling. Benjamin J. Strong, white male age 35 of Mangham, Louisiana. He was charged with unauthorized entry of an inhabited dwelling. Benjamin J. Strong bond was set for $15,000.00 Tanner L. Jordan, white male age 25 of Longview, Texas. He was charged with unauthorized entry of an inhabited dwelling. Tanner L. Jordan bond was set for $15,000.00 Lauren A. Guess, white female age 25 of West Monroe, Louisiana. On 21st day of October 2017, Officer Waters stopped a RV for speeding on HWY 425 in Mangham. Officer Waters made contact with the driver, Corey Scott Feldman, of Woodlawn Hills, California. Officer Waters ran his drivers license which were suspended. Feldman was transported to the Mangham Police Department. Upon arrival at the Mangham Police department Officer Monnin smelled what appeared to be marijuana. Consent to search was given and the following people were arrested. Corey Scott Feldman, white male, 46 years old of Woodland Hills, California. He was charged with speeding, driving under suspension and possession of Marijuana. Feldman paid his fine and was released. Emmauel Speal III, black male, 42 years old of Los Angeles, California. He was charged with Possession of Marijuana. Speal paid his fine and was released. David Henry Altman, white male, 47 years old of Barefoot Bay, Florida. He was charged with possession CDS Schedule 4. Altman posted bond and was released. Darci Michelle Carpenter, white female, 28 years old of Woodland Hills, California. She was charged with possession of marijuana, possession of Schedule 3. Carpenter posted bond and was released. Courtney Anne Mitchell, white female, 28 years old of Woodland Hills, California. She was charged with CDS Schedule 4. Mitchell posted bond and was released. Marisa Nicole Testa, white female, 26 years old of Farmingdale, New York. She was charged with Possession of Marijuana and CDS Schedule 4. Testa posted bond and was released. On October 13, 2017, Officer Alyea conducted a traffic stop for speeding on Hwy 425. Upon the traffic stop Officer Alyea smelled what appeared to be marijuana and consent was given to Officer Alyea to search the vehicle. Upon search of vehicle Officer Alyea discovered marijuana that belong to Eddie Lee Reynolds, Jr., Black male, 25 years of age of 801 Waldrof Street Rayville, La. 71269. Eddie Reynold, Jr. was charged with speeding, expired drivers license and possession of marijuana. On October 13, 2017, Officer Alyea conducted a traffic stop for speeding on Hwy 425. Upon the traffic stop Officer Alyea smelled what appeared to be marijuana and consent was given to Officer Alyea to search the vehicle. Upon search marijuana found and Zachary A Smith, White male, 22 years old of 3525 South Towers Drive Monroe, La. 71201 was charged with possession of marijuana. On October 14, 2017, Officer Monnin conducted at traffic stop for speeding on Hwy 425. Upon the traffic Officer Monnin smelled what appeared to be marijuana. Consent was given to Officer Monnin to search vehicle. Belinda A Counts, white female, 41 years of age of 115 Allen Avenue Shreveport, La. 71101 was arrested for possession of marijuana. On October 14, 2017, approximately 18:50 pm, Officer Monnin made a traffic stop on Hwy 425. During the traffic stop consent was given to search vehicle and Ryan Wallace, white male, 36 years old of 203 Rosewood Street West Monroe, La. 71292 was arrested for possession of Adderall schedule 2. On October 14, 2017, approximately 11:10 Pm, Officer Torrey made a traffic stop on Hwy 425 south of Mangham. During the traffic stop consent was given to search vehicle and Christopher Kolby McClelland, white male, 21 years of age of 1299 Chester Road Fort Necessity, La. 71295 was arrested for possession of methamphetamine’s schedule 2. He was booked into the Richland Parish Detention Center. I, Chief Perry Fleming, would like to once again thank the officer's for their hard work in continuing to get the drugs off our streets. On 15th day of October 2017, at approximately 14:20pm, Officer Monnin stopped Maddison Silk on a traffic violation. The passengers in the vehicle were a juvenile and Blake Bachemin. As Officer Monnin approached the truck the smell of marijuana was strong. Officer Monnin was given consent to search and upon the search he discovered the following items: 2 small bags of marijuana 16 yellow Xanax bars 13 white Xanax bars 4 ecstasy tablets The suspects arrested were Maddison E. Silk, white male, 18 years of age, of 87 Ally Silk Road Rayville, Louisiana 71269. The charges for Silk is 3rd offense possession of Marijuana, possession of drug paraphernalia, contributing to the delinquency of a juvenile, possession of Xanax with intent schedule 2, possession of ecstasy schedule 1. Also, Blake A. Bachemin, white male, 19 years of age of 156 Hwy 584 Rayville, La. 71269. The chargers for Bachemin is possession of Xanax with intent schedule 2, possession of ecstasy schedule 1 and possession of marijuana and contributing to the delinquency of a juvenile. These suspects were booked into the Richland Parish Detention Center.
