Press Release October 16, 2018 (Frostburg, MD) – On October 16, 2018, members of the Allegany County Narcotics Task Force, with the assistance of the Cumberland Police Department C.E.R.T., the Maryland State Police Cumberland Barrack, Garrett County Narcotics Task Force, Frostburg City Police Department, the Allegany County Sheriff’s Office, Maryland State Police Aviation, Maryland State Police K9, and the Frostburg State University Police, executed a search and seizure warrant at a residence on Maple Street in Frostburg. This warrant stemmed from an ACNTF investigation into the distribution of heroin and crack cocaine in the Frostburg area. During the execution of the warrant, three subjects were apprehended after they were observed fleeing the rear of the residence. During the subsequent search, ACNTF Investigators located felony amounts of heroin and crack cocaine, and other evidence related to the distribution of narcotics inside the residence. As a result of the investigation, the following subjects were placed under arrest: Travis Leon Shears, 29, of Baltimore, was charged with: -​Possession with Intent to Distribute: Heroin -​Possession with Intent to Distribute: Crack Cocaine -​Two counts of Possession: Not Marijuana. Shears was also found to have four active arrest warrants through Allegany and Frederick Counties. Tavon Carter, 30, of Baltimore, was charged with: -​Possession with Intent to Distribute: Heroin -​Possession with Intent to Distribute: Crack Cocaine -​Two counts of Possession: Not Marijuana Trevor Wilson Neverdon, 18, of Woodstock, was found to have two active arrest warrants through Baltimore County. Justin Edward Shriver, 34, of Frostburg, was found to have an active warrant for his arrest through Allegany County Circuit Court. PRESS RELEASE Saturday, October 13, 2018 On October 12, 2018 Cumberland City Police served a criminal summons on Kierra Tiray Jessie, age 23 of Cumberland, Maryland. The summons was issued as a result of domestic assault that took place on September 27, 2018 at 600 Saint Mary’s Avenue. During an investigation into the matter, officers learned from a female victim that she was attacked by Jessie when she confronted her about finding a new place to reside. Officers were unable to observe any injuries during on the victim and no arrest was made. The victim in this matter wished to pursue charges against Jessie resulting in the summons being issued. Jessie was served with the summons on this date and released. Arrested: Kierra Tiray Jessie Age: 23 of Cumberland, MD Charge: 2nd Degree Assault Arrest Warrant and Criminal Summons Served On October 12, 2018 Cumberland City Police served an arrest warrant and a criminal summons on Shannon Eugenia Wilson, age 34 of Cumberland, Maryland. The warrant was issued after Wilson failed to appear in District Court on several charges of failing to send her child to school. The criminal summons was issued after officers investigated a theft complaint on October 6, 2018 at Rite Aid on Industrial Blvd. As a result of the investigation, officers found Wilson to be in possession of numerous items that were taken from Rite Aid. The items were retuned and charges were applied for by the officer. The summons was served on Wilson at police headquarters. Wilson was also served with the warrant and taken before the District Court Commissioner. Wilson was later released on a $1,000 unsecured bond. Arrested: Shannon Eugenia Wilson Age: 34 of Cumberland, MD Charges: Failure to Appear and Theft. Domestic Assault Arrest On October 12, 2018 officers from the Cumberland City Police Department responded to 4 Boone Street for a domestic assault. Upon the officers arrival they made contact with a female victim. The victim told police that prior to their arrival she was attacked by her roommate, Samantha Ann Steinmetz. Officers were able to observe scratches on the victims face, hands and chest. Steinmetz who fled on foot prior to the officer’s arrival was located a short distance away on Virginia Avenue. Steinmetz was placed under arrest at the scene and transported to the Cumberland City Police Department. Steinmetz was processed, served and taken before the District Court Commissioner. Steinmetz was released on her own personal recognizance. Arrested: Samantha Ann Steinmetz Age: 30 of Cumberland, Maryland Charge: 2nd Degree Assault

On 10/04/18 Officers with the Cumberland Police Department received a tip from a concerned citizen in reference to a possible marijuana plant growing in the rear yard of a residence. As a result officers responded to a residence located on Boone St where they were able to observe the plant. A search warrant was conducted on the residence where a significant amount of marijuana was located. The street value of the recovered marijuana was estimated to be worth $6,000. The investigation is continuing and criminal charges are pending.

Trespassing On October 2, 2018, officers from the Cumberland Police Department responded to West Oldtown Road address for a check on well being complaint. Upon arrival officers located Patrick Lumb, age 29, of Cumberland inside the residence. Upon making a check on Lumb, officers learned that he had been served with a no trespassing letter for Cumberland Housing Property. Subsequently, Lumb was placed under arrested for Trespassing and transported to the Cumberland Police Department. He was later taken to District Court for his Initial Appearance and held without bond. Domestic Assault On October 3, 2018, at 12:56 am, officer from the Cumberland Police Department responded to the 700 block of Baker Street for a domestic assault complaint. Upon arrival officers were directed toward a residence where witnesses had heard female yelling for help. Officers located the residence where the yelling had been coming from and contacted the occupants. Officers investigating the complaint found that there was a physical altercation between, Nicholas Knisley, age 26 of Cumberland, and the female victim. At the conclusion of the investigation Knisley was determined to be the primary aggressor and was arrested for Second Degree Assault. Knisley was later taken to District Court for his Initial Appearance and held without bond.

Bench Warrant Served On Monday, September 24th, 2018 the Cumberland Police Department served a bench warrant issue by District Court on James Edward Moellenkamp for failing to appear for trial in October, 2015 on numerous traffic charges. He was taken before the District Court Commissioner and was released on his own personal recognizance pending trial. James Edward Moellenkamp, age; 42, Ridgeley, West Virginia. CDS Arrest On Monday, September 24th, 2018 the Cumberland Police Department served a warrant on Allegra Annetta Johnson charging her with CDS possession of Oxycodone. On June 12th, 2017, Johnson was stopped on I-68 by the Allegany County Sheriff’s Office and a subsequent K-9 alert on her vehicle resulted in a search and the recovery of the narcotic drug. Johnson was taken before the District Court Commissioner and was released on her own personal recognizance pending trial. Allegra Annetta Johnson, age; 49, Cumberland, Maryland. Assault Arrest On Monday, September 24th, 2018 the Cumberland Police Department responded to a Bedford Street residence for an assault complaint. When officers arrived, contact was made with a female victim that claimed she had been elbowed in the face by Austin Michael Ashley. Officers observed an injury to the victim’s face that was consistent with her statement. As a result, Ashley was arrested and charged with 2nd degree assault. He was taken before the District Court Commissioner and was remanded to the Allegany County Detention Center held on a $2,500 bond. Austin Michael Ashley, age; 22, Cumberland, Maryland. Disorderly Arrest On Monday, September 24th, 2018 the Cumberland Police Department arrested Michael Thomas Sharon and charged him with disorderly conduct. Sharon was contacted by police in the parking lot of the Western Maryland Regional Center after it was reported that a he and a female were involved in a disturbance in the parking lot. Sharon was placed under arrest based on his conduct and continuing to cause a disturbance while in the presence of officers. He was taken to the Cumberland Police Department and cited and released pending trial. Michael Thomas Sharon, age; 36, Cumberland, Maryland.

Monday September 17, 2018 At approximately 1224pm an officer was patrolling Greene Street when he observed a vehicle commit a traffic violation. The officer affected a traffic stop on the vehicle making contact with the operator Bradley Aaron Poole. The officer felt that based on observations prior to the stop and the actions of the operator during the stop that he may be concealing something inside the vehicle. The officer requested a police canine to the scene. A free air sniff was conducted of the exterior of the vehicle. The canine gave a positive alert to the presence of the odor of drugs. A search was conducted and quantity of suspected cocaine was located inside the vehicle. Poole was placed under arrest and transported to police headquarters for processing. Poole was later taken before the District Court Commissioner where he was released pending trial. CUMBERLAND POLICE DEPARTMENT PRESS RELEASE Monday September 17th 2018 Adult Arrest On 09/16/2018 at approximately 8:20 PM the Cumberland City Police responded to a residence in the 200 block of South Central Avenue for a disturbance. Upon arrival officers learned that a physical altercation had occurred and minor injuries were observed. Officers arrested Alexa Mykal Constable for assault. Ms. Constable was taken before a District Court Commissioner for an initial hearing and released on her personal recognizance. Arrested – Alexa Mykal Constable (22) Cumberland, MD Charge – Assault 2nd Degree Adult Arrest On 09/17/2018 an officer from the Cumberland City Police Department was patrolling the 600 block of Maryland Ave when he heard a disturbance in the area. The officer stopped and identified the residence where the disturbance was coming from. The officer contacted several subjects inside and learned that the resident wanted a subject to leave. The officer attempted to speak to the resident but was interrupted several times by Katelin Moorhead by her yelling and screaming. Ms. Moorehead was warned several times to lower her voice and stop obstructing the officer. Ms. Moorehead continued to yell and was subsequently arrested. Ms. Moorehead was taken before a District Court Commissioner for an initial hearing and released on her personal recognizance. Wednesday September 12, 2018 At approximately 2335 hours officers from the Cumberland Police Department responded to the 200 block of Maryland Avenue for a disturbance. Up the arrival officers they made contact with David Leo Cassady and Michael Shawn Smith near the scene. It was determined that they were involved in the disturbance prior to their arrival. Officers checked the warrant status on both subjects. Officers discovered that both Cassady and Smith were wanted on outstanding bench warrants. Both subjects were transported to Police Headquarters for processing. Officers transported Cassady to the Commissioner’s Office where he was held on an $8,000.00 bail. Smith was taken to the Allegany County Detention Center where he was held without bond on two Circuit Court warrants. Notice to Applicants POLICE OFFICER The Cumberland Police Department will conduct pre-employment testing for the position of Police Officer on Saturday, September 29, 2018, at Allegany College of Maryland in Room S68, Science Building, Cumberland, Maryland. *** PRESS RELEASE *** ​On Sunday evening, 09/02/2018, at 9:07 PM, the Cumberland Police responded to a reported stabbing in the 300 block of Columbia Street in Cumberland. When Officers arrived they discovered a 44 year old male victim, suffering from several stab wounds, including the upper arm and upper torso. The Cumberland Fire Department ambulance arrived at the scene and transported the victim to the Western Maryland Health System Regional Medical Center, where the victim was treated by emergency room medical personnel for serious, but non-life threatening injuries. ​Investigators with the Allegany County Combined Criminal Investigation Unit (C3I) responded to the scene to assist in the investigation. Through interviews of the victim and witnesses, Investigators developed a suspect. ​On 09/03/2018 Investigators obtained an arrest warrant for the suspect and a search warrant for another Columbia Street residence where the suspect was living. Investigators served the search warrant with the assistance of the Cumberland Police CERT team early Sunday evening. ​During the search, Investigators recovered several items of evidence and arrested the suspect at that time. ​The suspect, 38 year old Carl Jeffrey Jones of Cumberland, was charged with Attempted 1st Degree Murder, Assault, and related charges. He is currently awaiting an initial appearance before a District Court Commissioner. ​The investigation is continuing by C3I.

*** PRESS RELEASE *** ​On Friday, 08/31/2018, at approximately 9:30 AM, a lone suspect entered the M&T Bank located on New Georges Creek Road, Frostburg, Maryland and approached the counter. The suspect provided a bank teller on duty with a note. The note indicated that the suspect wanted money from the bank. The suspect then displayed a handgun. The bank teller complied with the suspect’s demands and provided the suspect with an undisclosed amount of U.S Currency. The suspect left the business, and fled the business on foot, heading east. No one was injured during the robbery. ​The Allegany County Sheriff’s Department responded to the scene and assistance was provided by members of the Maryland State Police, Frostburg City Police Department, Maryland State Police K-9 Units, C3I Criminal Investigation Unit and Federal Bureau of Investigations. ​The suspect was described as a male, wearing light in color work gloves, light colored shirt covered with a dark in color hooded jacket, dark pants and dark mask covering his face. Suspect was approximately 6’-00” tall and described to be of medium build. He had the hood of the coat pulled up over his head and the mask covering up the majority of his face to disguise his face. ​Video surveillance in the bank was reviewed and photos of the suspect were obtained. Public Announcement With the new school year starting today (08/29/2018) the Cumberland City Police would like to remind motorist to be on high alert for children walking to and from school. Please be aware of the possible congestion at Seton Drive and Bishop Walsh Road, due to the new Allegany High School opening. Remember to stop in both directions when a school bus activates its flashing red lights and stop sign. By exercising a little extra care and caution, drivers and pedestrians can be safe in school zones.

*** PRESS RELEASE *** ​On 08/23/2018 Investigators with the Allegany County Combined Criminal Investigation Unit (C3I) arrested 25 year old Jesse James Wilkinson, of Cumberland, and 18 year old Haley Rebecca Self, of Cumberland, in connection with a series of burglaries in the Cumberland area. ​The charges are the result of investigation into burglaries first reported to the Maryland State Police and the Cumberland Police in early June of this year. Among the items stolen were firearms, electronics, televisions, jewelry, and coins. The total value of the items reported stolen was over $8000.00. ​C3I Investigators obtained a search warrant for a private residence where several of the firearms were recovered. Information was obtained that has led to the recovery of the remaining firearms. Investigators also learned that some of the reported stolen jewelry was pawned at a local pawn shop, and have recovered those items as well. ​Wilkinson and Self have been charged with three counts of 1st Degree Burglary and five counts of Theft. They were taken before a District Court Commissioner for an initial appearance, and both are currently being held at the Allegany County Detention Center, without bond, pending their next court appearance. ​The investigation is continuing by C3I.

Domestic Assault/ CDS On August 21, 2018 at 7:56 pm, officers from the Cumberland Police Department responded to the 600 block of Centre Street for an assault. Upon arriving on the scene, officers contacted Travis Shears, age 28, of Cumberland and the victim. Officers found during their investigation that Shears had struck the victim several times causing minor injuries. Subsequently, at the completion of the investigation Shears was placed under arrest. Upon searching Shears incident to arrest officer located a small amount of cocaine on his person. Shears was then transported to the Cumberland Police Department where he was charged with Second Degree Assault and CDS Possession Not Marijuana. Shears was later taken to District Court for his Initial Appearance and held without bond.

Adult Arrest On 8/20/18 at approximately 3:00 AM the Cumberland City Police Department was dispatched to the single digit block of East First Street for a disturbance. Officers arrived on scene and spoke to Markel Davon Whitfield. While speaking to Mr. Whitfield officers observed a handgun beside him. Mr. Whitfield was placed under arrest at that time. Mr. Whitfield was searched incident to arrest and was found to be in possession of several baggies of crack cocaine individually wrapped. Mr. Whitfield’s history was run through the Maryland State Police Gun Center and was found to be prohibited from possessing firearms or ammunition. Mr. Whitfield is
