2018 LAW ENFORCEMENT SCHOLARSHIP PROGRAM Douglas County Sheriff Troy Wolbersen announces the commencement of the Law Enforcement Scholarship Program for 2018. Sheriff Wolbersen proudly announced that the Minnesota Sheriff’s Association’s (MSA) Board of Directors has established a scholarship fund and will be awarding up to fifteen $600 scholarships for this year. These scholarships are due to the coordinated efforts of the 87 Sheriffs of the State of Minnesota. The Members of MSA give special recognition to the financial needs of students attending the peace officer skills course or one of the two or four-year law enforcement degree colleges. “The Minnesota Sheriff’s Association knows peace officers in our democratic society have complex duties to perform” said Sheriff Wolbersen. MSA recognizes the importance of pre-entry training for people considering law enforcement as their career choice. MSA recognizes some students need outside help in meeting the costs of such training even though they excel academically. The Scholarship Committee, in making its selection of awards, intends on achieving representation from all geographical areas of the state. Completed applications must be submitted no later than October 12, 2018. Scholarship awards will be announced by December 30th of this year. Application forms and a statement of procedures are available at the Douglas County Sheriff’s Office. Scholarships are only available to students currently enrolled in one of the following three categories: 1. Mandated POST Skills Program; 2. Are currently in their second year of a two-year law enforcement program; or 3. Are currently in their third or fourth year of a four-year college criminal justice program. To qualify for the scholarship funds, students must have completed at least one year of the two-year program or two years of a four-year program. **NEWS RELEASE** UPDATED Case Number: 18011747 Date Reported: 9/28/18 Incident: Motor Vehicle Crash Location: County Road 82/ Country Road 56 Victims: Jennifer Halter (52 years old) from Evansville, MN Jean Erickson (83 years old) from Alexandria, MN Details: On September 28, 2018 at approximately 3 p.m. the Douglas County Sheriff's Office received a 911 call of a head-on crash on County Road 82 near the intersection of County Road 56. Jennifer Halter was traveling west bound on Country Road 82 when she crossed the centerline and struck Jean Erickson who was traveling east bound. Jennifer was extricated from the vehicle and was transported by LifeLink helicopter to the St. Cloud Hospital. Jean was transported by North Ambulance to Alomere Health. Their injuries are unknown at this time. This crash is still underinvestigation. The Douglas County County Sheriff's Office was assisted by the Brandon Fire Department, North Ambulance, Life Link, and Minnesota State Patrol. Officer: Deputy Alex Herzberg #218

On June 16th, 2018 Douglas County Deputies were dispatched to Interstate 94 at the Lake Latoka overpass for a vehicle that drove off the road into the lake. Deputy Ben Jarvi arrived on scene within minutes and was directed to the vehicle by the initial caller. Deputy Jarvi immediately grabbed his life jacket and rope bag from his squad and radioed the location of the vehicle in the lake channel. Observing that the car was submerged in the water, Deputy Jarvi removed his duty belt, put on his life jacket, and tied the rope around his waist. He handed the other end of the rope to the caller. Deputy Jarvi entered the water and made verbal contact with the driver. Deputy Jarvi opened the driver's door and found that the driver's head was above water in the few remaining inches of air between the water and the interior of the roof of the car. Deputy Jarvi safely removed the driver from the vehicle and they were pulled up the embankment by the caller. Deputy Jarvi remained calm and quickly verified the driver was the only occupant. Because of his quick response and selfless actions, Deputy Ben Jarvi had a direct impact in saving the life of the driver and was presented with the Douglas County Sheriff's Office Lifesaving Award.

**NEWS RELEASE** Case Number: 18011206 Date Reported: 9/16/2018 Incident: Vehicle Fire Location: 2704 Golden Gate Ave SE, Alexandria Township Vehicle Owners: Marguerite Brook and Donald Poczerwinski Details: On September 16, 2018 at approximately 12:56 AM, the Douglas County Sheriff's Office received a report of a vehicle fire at 2704 Golden Gate Ave SE. The complainant reported that a vehicle was on fire and that it was possibly occupied by an adult male. Alexandria Police officers arrived on scene and determined that Poczerwinski had gone into the vehicle as it was on fire to move it away from the residence, but had safely gotten out of the vehicle after moving it. The Alexandria Police officers were able to contain the fire until the Alexandria Fire Department arrived on scene and extinguished the fire. No injuries were reported, but the vehicle is a total loss. The cause of the fire is believed to be associated with the vehicle's electrical system. **NEWS RELEASE** Case Number: 18011018 Date Reported: 09/12/2018 Incident: Cabin Fire Location: 13152 Maple Circle Dr. SE, Glenwood MN 56334 Complainant/Victim: Ryan Fernholz Details: On September 12, 2018 at approximately 0830 hrs the Douglas County Sheriff's Office received a report of a cabin on fire at the address of 13152 Maple Circle Dr. SE. It appears the fire was caused by an electrical issue on the exterior of the cabin. The cabin received minor damage. The Douglas County Sheriff's Office was assisted on scene by Forada Fire Department and Runestone Electric Association. Officer: Aaron Stern #217

**NEWS RELEASE** Case Number: 18010544 Date Reported: 8/31/2018 Incident: House Fire Location: 9981 Chippewa Heights NW - Brandon Complainant/Victim: Eric Wood, 41-years-old Details: On August 31, 2018 at 11:30 AM, Douglas County Communications received a 911 call regarding an attached garage fire at 9981 Chippewa Heights NW, Brandon. The homeowner's son had returned home to discover the fire and had to break a window to gain access to the residence. He was able to wake his father and sister and get them out of the house. Brandon Fire responded and immediately requested mutual aid from Garfield and Millerville Fire. The garage is a total loss and the house received extensive smoke and water damage. All occupants were treated and released on scene by North Ambulance. The state fire marshal was called and the fire is under investigation; at this time the cause is unknown. **NEWS RELEASE** Case Number: 18010506 Date Reported: 08/30/2018 Incident: Injury Accident Location: County Road 82 East and Smith Lake Road Driver Information: Kelsey Bender, age 23 Osakis, MN 2011 Chevrolet Malibu John Host, age 75 Browerville, MN 2009 Dodge Caliber Passengers: Jody Bender, age 50 Osakis, MN Margaret Host, age 70 Broweville, MN Juvenile Passenger, age 11 Osakis MN Details: On 08/30/2018 at approximately 1120 am the Douglas County Sheriffs Office received a 911 call of a two car injury accident at the intersection of County Road 82 East and Smith Lake Road. Kelsey Bender stated she was driving her 2011 Malibu westbound on County Road 82 when a red Dodge Caliber driven by John Host turned left in front of her. Both vehicles received heavy damage. Three parties were transported to Allomere Health by North Ambulance where their conditions are unknown. Two other parties were transported to Allomere Health by private vehicle where their conditions are unknown. Responding agencies included: Douglas County Sheriff's Office, North Ambulance, Osakis Fire and First Responders, and the Todd County Sheriff's Office. **NEWS RELEASE** Case Number: 18010286 Date Reported: 08/25/2018 Incident: Child struck by vehicle Location: Chippewa Park - 9461 CO RD 108 NW Brandon, MN Victim: 23 month old female - name to be release at a later time Driver of vehicle - Jason Borstad 32 yrs old, Alexandria MN Details: On August 25th, 2018 at 4:20 PM, the Douglas County Sheriff's Office received a report of a child that had been run over by a vehicle at Chippewa Park near Brandon, MN. The child was struck by a slow moving vehicle while she was walking across the parking lot with her siblings. The driver of the vehicle was in the process of parking, when the child was struck. Citizens nearby were able to pull the child out from under the vehicle. First Responders, North Ambulance, and DCSO Deputies arrived to assist. The child was airlifted from the scene and flown to Children's Hospital in the twin cities. This incident is currently under investigation by the Douglas County Sheriff's Office. Assisting agencies included the Douglas County Sheriff's Office, North Memorial Ambulance, Brandon and Garfield first responders, and Life Link III. Officer: Deputy Bob Peper #225

**NEWS RELEASE** Case Number: 18009141 Date Reported: 7/3/2018 Incident: Motorcycle Crash Location: Arrowwood Drive NW/Sunny Brook Drive NW - Ida Township Victim: Alexander Wayne Olson, age 20, Alexandria, MN Details: At approximately 1124 hours on Tuesday, July 31st, the sheriff's office received a 9-1-1 report of a motorcycle crash on Arrowwood Drive NW near Sunny Brook Drive NW in Ida Township. Initially, it was reported a motorcyclist crashed into a pole and was unconscious. The Douglas County Sheriff's Office, North Ambulance, Garfield First Responders and Life Link III were dispatched to the scene. Upon Deputies arrival witnesses reported the motorcycle was traveling NE on Arrowwood Drive NW and crossed the center line in the curve near Sunny Brook Drive NW. The operator was ejected from the motorcycle and collided with a sign post. There were no other vehicles involved in the incident. The motorcycle operator was transported by North Ambulance to Alomere Hospital in Alexandria for further treatment. The cause of the crash remains under investigation by the Douglas County Sheriff's Office. The sheriff's office was also assisted on scene by the MN State Patrol. Officer: Sheriff Troy Wolbersen
