MONTHLY SNAPSHOT FOR OCTOBER 2018 LAW ENFORCEMENT: Total Calls For Service: 1090 Total Arrests: 95 NARCO: Total new drug cases: 19 Total arrests: 21 CORRECTIONS: Average Number of Inmates: 64 Monthly Total Made for Boarding In: $38,282.34; Yearly Total: $378,098.77 CIVIL: Total Summons/Complaints/Services: 57 Total Income Executions: 32 Total Evictions: 4 HIGHLIGHTS OF THE MONTH: October 1st, 2018: NARCO arrested a suspect for selling cocaine in the Town of Waterloo. October 2nd, 2018: NARCO arrested 2 suspects for possessing and selling a narcotic medication. October 3rd, 2018: NARCO After a lengthy investigation a suspect was apprehended and charged for selling and possessing fentanyl in Seneca County. A quantity of fentanyl was seized. October 17th, 2018: A Parole Absconder was apprehended about 35 minutes after escaping from the Sheriff’s Office in Romulus. October 23rd, 2018: NARCO apprehended and charged a suspect that has allegedly been selling heroin and fentanyl in Seneca County. 40 baggies of fentanyl were seized. October 23rd, 2018: An 11 year old child was killed in a farm accident in the Town of Tyure. The investigation is continuing. October 2018: The exterior of the Sheriff’s Office was lit with purple flood lights in recognition of Domestic Violence Awareness month. October 2018: Workforce Development and the Youth Bureau implemented a new “Skills for Success” program in the jail. 10 inmates completed the program. Sheriff W. Harassment/ Resisting arrest On 11-03-2018 at or about 11:00PM Seneca County Deputies arrested Robert G Belles Jr age 51 of 7851 Grant Ave Rd Auburn on the charge of Harassment in the Second Degree and Resisting arrest. Deputies allege that while being removed from the Del Lago Casino, Belles struck a Deputy and then physically resisted while being taken into custody. DWI/PI Accident The Seneca County Sheriff’s Office reports that on 11/06/18 at around 04:30 am, Deputies responded to St. Rt. 414 in front of the Exit 41 Thruway ramp for the report of a two car motor vehicle accident. Upon arrival, Deputies discovered a minivan had struck a tractor trailer and both vehicles sustained heavy damage. Sheriff’s Deputies report that a tractor trailer, being operated by Grant Clark, 38, of Weedsport was Northbound on Rt 414 , turning onto the Exit 41 entrance to the NYS Thruway, when a vehicle driven by Daphne S. Dressing, 41, of Serenity Drive Geneva, NY , failed to stop at the red light, and proceeded through the intersection striking the rear tires of the tractor trailer. Clark was checked at the scene for a complaint of back pain and transported by North Seneca Ambulance to Auburn Memorial Hospital for further treatment. Dressing was also checked at the scene and was uninjured. Dressings vehicle was towed from the scene. Upon further investigation, Deputies arrested Dressing for Driving While intoxicated . Dressing was transported to the Seneca County Correctional Facility and charged with Driving While Intoxicated, Driving While Intoxicated with a BAC of .08% or more, and Passing a Steady Red Light. Dressing was released on appearance tickets and is set to appear at T/Tyre Court at a later date to answer charges. Aggravated DWI The Seneca County Sheriff’s office reports that on November 08, 2018,at 4:44 PM, Seneca County Deputies arrested Sara Ann Landen, Age 39, of 5871 Shawnee Rd NY, on St Rt 414 in the Town of Tyre. Landen was charged with Driving while intoxicated, Aggravated Driving while intoxicated, Open container of alcohol in a motor vehicle, and Refusal to submit to a roadside breath test. Deputies report that the arrest stems from a complaint of an intoxicated driver. Landen was arraigned on the charges and was remanded to the Seneca County correctional facility on $500 cash or $1000 secure bond. Aggravated Harassment of an Employee by an Inmate Aggravated Harassment of an Employee by an Inmate The Seneca County Sheriff’s Office reports on November 5, 2018 at approximately 5:00pm, Investigators arrested an inmate of the Correctional Facility, 26 year old, Elliot Flores. Flores was charged with Aggravated Harassment of an Employee by an Inmate, a Class E Felony. It is alleged that Flores intentionally spit blood directly in the face of a male Corrections Officer. PDMVA / AUO 1st / DWI The Seneca County Sheriff’s Office reports that on 10/31/18 at approx. 8pm Sheriff’s Deputies arrested Mason A Bowen, 21, of 1155 Ninefoot Road Phelps NY . The arrest stems from an incident where Deputies were dispatched to a property damage accident on Nine foot Road in Junius , upon where the vehicle left the road and went out into a field . Upon arrival Deputies located the car but Bowen had fled the scene but was located a short time later. Upon investigation Deputies discovered that Bowen’s license was suspended and that he was intoxicated. Bowen was charged with Aggravated Unlicensed operation in the 1st degree, driving while intoxicated, driving with .08 of 1% or more, speed not reasonable and prudent, and failing to keep right. Bowen’s vehicle was towed from the scene. Bowen was turned over to corrections where he was arraigned at Centralized Arraignment Court, and ROR’d . Vehicular Assault/DWI Vehicular assault / DWI arrest The Seneca County Sheriff’s Office reports on Oct 26 2018 at about 1240pm they charged Joshua A Jones age 25 of 62 Green St. Seneca Falls on numerous charges following an investigation stemming from a one vehicle motorcycle PIMVA that occurred on Sept 13 2018. Sheriff’s Deputies report that on Sept 13 at about 1120pm , Jones was seen eastbound on Rt 5 by Geneva Police Officers speeding with the front wheel off the ground, with a passenger on the back of the motorcycle. When Geneva Police attempted to stop Jones -- he fled at a high rate of speed into Seneca County and then southbound on Rt 96A . Due to the high speed and reckless manner in which Jones was operating -- the Geneva Police discontinued the chase but (on Rt 96A in the Town of Fayette , near the Neilson Road ) ,came upon the wrecked motorcycle and found Jones and his passenger ; Brittany Meacham age 26 of 9 Spring St Seneca Falls, laying on the side of the road , both seriously injured. Both were treated at the scene by North Seneca Ambulance and Meacham was taken to Strong Memorial Hospital in Rochester by Mercy Flight , while Jones was airlifted by Lifenet also to Strong. Both sustained serious injuries , with Jones having fractures in his neck, back, left arm , and ribs. Meacham sustained multiple abrasion/ road rash/ burn injuries requiring multiple skin grafts. Both were admitted to Strong for approx. two weeks and have since been discharged, but are still being treated and recovering from their numerous injuries. Deputies report Jones was charged with Aggravated Vehicular Assault (C felony) , DWI , Aggravated DWI, reckless driving and speeding. Jones was arraigned in the CAP court at the correctional facility and due to his injuries was ROR’d to appear in the Fayette Town Court at a later date. Drug Take Back Drug Take Back Day --Clean Them Out --Take Them Back. On Saturday, October 27th, 2018, The Seneca County Sheriff’s Office, partnering with the DEA, will conduct another DRUG TAKE BACK DAY at two Seneca County locations. From 10:00 AM to 2:00 PM Deputies will collect potentially dangerous, expired, unused and unwanted prescription drugs for destruction. This service is free and anonymous with no questions asked and no paperwork to complete. Citizens may drop off these drugs at the Seneca County Law Enforcement Center, 6150, Route 96, Romulus, N.Y. or at the Sheriff’s sub-station at 44 West William Street, Waterloo, N.Y. Deputies will be on hand to answer any questions or concerns. In addition to the TAKE BACK DAY citizens may drop off these drugs at any time in one of the Sheriff’s two Unwanted/Unused Prescription Drug Drop-Off Return Kiosks. These kiosks are located in the main lobby of the Seneca County Law Enforcement Center and the first floor, (near D.M.V.), of the Seneca County Office Building, 1 Dipronio Drive, Waterloo, N.Y. September 27th, 2018: The Family Services Unit charged a suspect from Ovid for sexually abusing a 15 year old female. Motor Vehicle Accident Motor Vehicle Accident The Seneca County Sheriff’s Office reports that on October 8th, 2018, at approximately 1:20 AM, Sheriff’s Deputies responded to a motor vehicle accident that occurred on State Route 89 in the Town of Romulus. Upon the arrival of Sheriff’s Deputies, a truck had crashed into the ditch. A total of five occupants were inside the truck at the time of accident. Luckily, all five occupants were uninjured. While investigating the accident, the five subjects provided Sheriff’s Deputies with fraudulent identification and immigration documents. After further investigation, it was determined that the five individuals were currently in the United States illegally. He was charged with Criminal mischief in the 3rd Degree (Class E Felony). This arrest stems from an incident that occurred on September 8th, 2018 at del Lago Resort and Casino, located at 1133 St Rt 414 in the Town of Tyre. It is alleged that Truong damaged a vehicle belonging to another person and the value of the damage was in excess of $250. National Domestic Violence Awareness Month NATIONAL DOMESTIC VIOLENCE AWARENESS MONTH OBSERVED Once again in October we commemorate National Domestic Violence Awareness month [NDVAM], a time for law enforcement agencies, victim assistance organizations and community leaders to work jointly in generating greater public awareness about domestic violence, prevention strategies and effective responses for victims. It serves as a reminder that communities must speak out in a unified voice to combat domestic and to challenge all people in America to support programs that can end this nationwide epidemic. Sexual Abuse Arrest Seneca County Sheriff’s Office reports the arrest of Guy B. Bowers, age 59, of 7746 Rock River Rd. Ovid, N.Y. on September 27th, 2018. Sheriff’s investigators arrested Bowers following the investigation of incidents that reportedly occurred during the months of November and December, 2016 at a Town of Ovid residence. It is alleged that Bowers subjected a 15 year old victim to sexual contact and activity on multiple dates during that timeframe. Bowers was charged with 2 counts of Endangering the Welfare of a Child, Forcible Touching and Sexual Abuse in the 2nd degree as a result of the investigation. Bowers was processed at the Seneca County Correctional Facility where he remained in pre-arraignment detention awaiting a hearing in Centralized Arraignment Court. He was subsequently released; an order of protection was issued.

DWAI ARREST DWAI- drug arrest The Seneca County Sheriff’s Office reports on September 24th 2018 at 06:00 AM Sheriff’s Deputies arrested Miguel A Dejesus, 22, of 1 Center St Waterloo NY on State Route 96 in the Town of Waterloo. Dejesus was charged with Driving While Ability Impaired by a Drug, Inadequate Head Lamps and Unlicensed Operator. Dejesus was released on appearance tickets and is to appear in the Town of Waterloo Court on October 26th 2018 to answer tbe charges. DWI/AGG. DWI ARREST DWI /Agg DWI arrest The Seneca County Sheriff’s Office reports that on 09/24/18 at approx. 5:30 pm , Deputies arrested Anthony M Vanhorn, 26 of 1413 Co Rd 132 Ovid for DWI and Aggravated DWI. The arrests stems from a traffic stop when NYS DEC officer observed the vehicle Vanhorn was operating cross the center line of the road. DEC conducted a traffic stop and requested assistance. Upon arrival , Deputies discovered Vanhorn was intoxicated. Vanhorn was issued UTT’s for Failure to keep right, Improper turn without signal, uninspected motor vehicle, driving while intoxicated and Aggravated DWI-blood alcohol content .18 or higher . Vanhorn was then remanded to the Seneca County Jail where he was arraigned at the Centralized Arraignment Court , and committed on $250 cash / $500 bail bond , to appear in Romulus Town Court at a later date. Grand Larceny/Forgery Arrest Seneca Co. Sheriff Tim Luce reports that Deputies and Investigators arrested the following people: Laurie M. Foulkrod,45, Christopher T. Brinson, 32, both of 1263 Gassner Rd., Waterloo and Austin T. Wheeler, 21, of 712 S. Main St. Newark New York. Investigators charged Wheeler with one count each of Conspiracy 4th(E Felony), Grand Larceny 3rd(D Felony), Forgery 2nd(D Felony), Forgery 1st(C Felony), Possession of a Forged Instrument 2nd(D Felony), Possession of a Forged Instrument 1st (C Felony) and Identity Theft 1st(D Felony). Foulkrod was charged with one count each of Grand Larceny 3rd(D Felony) and Conspiracy 4th(E Felony). Brinson was charged with one count each of Grand Larceny 3rd(D Felony), Conspiracy 4th(E Felony) and Criminal Facilitation 4th(A misdemeanor). It is alleged that on 8/23/18 while Wheeler, Foulkrod and Brinson were residing at 1263 Gassner Rd. in the Town of Waterloo, they conspired to sell a 2003 Cadillac Escalade that did not belong to them. During the course of the sale, Wheeler forged several documents as someone other that himself as he was claiming to be one of the titled owners of the vehicle. Brinson posted the ad on Facebook Marketplace leading to the Criminal Facilitation charge. The vehicle was sold for $4000. The vehicle was reported stolen and later recovered by investigators on 9/10/18. All three were arraigned on 9/20/18 in the Central Arraignment Court at the Law Enforcement Center in front of Justice Struzyk. Foulkrod was released on her own recognizance while Wheeler and Brinson were held without bail due to prior felony convictions. They will appear in the Town of Waterloo Court for a felony hearing in the near future.
