Last week, Deputy Kaden Siang assisted the fire department in the Village of Owego checking Halloween candies to make sure nothing was suspicious. He escorted people across the street and informed parents about the need to carry flashlights or wear protective clothing when walking at night so oncoming traffic are aware of their presence. Deputy Siang was a positive role model during this year's Halloween and even let the kids sit in his patrol car.

Congratulations to Corrections Officers Michael Lopiccolo, Crystal Kim and Joseph Gallagher for successfully completing the Basic Course for Corrections hosted by the Broome County Sheriff’s Office. The graduation ceremony was held on November 2, 2018 with family members and Tioga County Sheriff’s Staff members in attendance. The 8-week academy focused on physical fitness, defensive tactics, suicide prevention, and duties associated with the care and custody of incarcerated individuals in a direct supervision facility. 10/30/18 Press Release 1. Sean R. Dickenson, age 55, of 298 Ceurter Road, Berkshire, NY Arrested on 10/27/2018 at 11:36 PM for Driving While Intoxicated (Felony), Resisting Arrest, and Obstructing Government Administration. These charges resulted from an investigation into a disturbance in the Town of Berkshire. Dickenson was arraigned before Justice Michael Byers, Town of Nichols Court, and was remanded to the Tioga County Jail on $10,000 cash bail or $20,000 bond. 2. Alyona C. Roberts, age 18, of 2099 Lisle Road, Owego, NY Arrested on 10/28/2018 at 03:18 PM for Grand Larceny 4th, Identity Theft 2nd, and Criminal Contempt 2nd. These charges resulted from a complaint in the Town of Owego. Roberts was issued appearance tickets to appear before Justice John Schumacher, Town of Owego Court, on 11/29/2018.

These charges resulted from a vehicle stop on Gaskill Rd. in the Town of Owego. Manuel was issued appearance tickets to appear before Justice John Schumacher, Town of Owego Court, on 11/01/2018.

10/19/18 Press Release Bruce W. Smith, age 21, of 267 Quarry Road, Nichols, NY Arrested on 10/14/2018 for Harassment 2nd. This charge resulted from a physical altercation at Brookside Trailer Park in the Town of Newark Valley. Smith was issued appearance tickets to appear before Justice John Schaffer, Town of Newark Valley Court, on 11/22/2018.

ARRESTED - Isaiah Ramirez On October 18, 2018, the Tioga County Sheriff’s Office received information that Isaiah J. Ramirez, a wanted armed robbery suspect, was located at a residence on W. Fourth Street in the City of Elmira. Tioga County Sheriff investigators, assisted by Elmira City Police detectives and uniform officers, responded to the residence on W. Fourth Street and located Ramirez hiding in an apartment. Ramirez was taken into custody without incident and arrested on felony warrants of robbery 1st degree, criminal possession of a weapon 2nd degree and grand larceny 4th degree. Ramirez was arraigned in the Town of Tioga Court in front of Justice Patrick Hogan and remanded to the Tioga County Jail with no bail. The Tioga County Sheriff’s Office was assisted in the investigation by information from the public, as well as, by the Elmira City Police Department, Chemung County Sheriff’s Office, Waverly Police Department, Tioga County District Attorney’s Office and New York State Police.

10/17/18 Press Release 1. Chad L. Anthony, age 23, of 108 New Street, Athens, PA Arrested on 10/06/2018 at 09:00 PM for Driving While Intoxicated (Misdemeanor), Moved from Lane Unsafely, and Unregistered Motor Vehicle. These charges resulted from a vehicle stop on West River Rd. in the Town of Nichols. Anthony was issued appearance tickets to appear before Justice Michael Byers, Town of Nichols Court, on 10/18/2018. 2. Robert N. Dickens, age 28, of 251 Hulbert Hollow Road, Spencer, NY Arrested on 10/10/2018 at 1:35 AM for Criminal Possession of a Controlled Substance 7th, Unregistered Motor Vehicle, Operating without Insurance, and Inadequate Muffler. These charges resulted from an investigation following a vehicle stop, in the Village of Owego, where methamphetamines were found. Dickens was issued appearance tickets to appear before Justice David Boland, Village of Owego Court, on 11/06/2018. 3. Margaret A. Miller, age 52, of 105 Chelsea Lane, Sayre, PA Arrested on 10/13/2018 at 7:49 PM for Driving While Intoxicated (Misdemeanor), Driving with .08% or More Blood Alcohol Content, Failed to Keep Right, Moved from Lane Unsafely, Failed to use Designated Lane, and No/Inadequate License Plate Lamp. These charges resulted from a vehicle stop on State Route 282 in the Town of Nichols. Miller was issued appearance tickets to appear before Justice Michael Byers, Town of Nichols Court, on 10/25/2018.

10/16/18 Press Releases 1. Dominick M. Manuel, age 21, of 679 Smith Creek Road, Nichols, NY Arrested on 10/07/2018 at 11:34 PM Petit Larceny. This charge resulted from an investigation of a series of larcenies which occurred in the Village of Owego. Manuel was issued an appearance ticket to appear before Justice Dave Boland, Village of Owego Court, on 11/06/2018. 2. Mason K. Runyon, age 22, of 2255 State Route 17C, Barton, NY Arrested on 10/11/2018 at 11:19 PM for Harassment 2nd. This charge resulted from an altercation at 16 Church St. in Barton. Runyon was issued an appearance ticket to appear before Justice Pat Hogan, Town of Tioga Court, on 10/24/2018.

During the early morning hours on October 11, 2018, the Tioga County Sheriff’s Office responded to the report of an armed robbery which occurred at a residence on State Route 17C in the Town of Tioga. The ensuing investigation revealed that a person was allegedly lured to the residence and robbed at gunpoint by two male subjects. Later on October 11, 2018, the Sheriff’s Office Criminal Investigation Division executed a search warrant at the residence where the robbery allegedly occurred, during which time two male subjects fled from the residence. Mason K. Runyon, 22 years old and residing at 2255 State Route 17C, Barton, NY 13734 was taken into custody after being located in a wooded area nearby. Isaiah J. Ramirez, 17 years old and also residing at 2255 State Route 17C, Barton, NY 13734 is currently at large. Investigators have charged Mason K. Runyon with Robbery 1st degree (class B felony), Criminal Possession of a Weapon 2nd degree (class C felony) and Grand Larceny 4th degree (class E felony). Runyon was arraigned in the Town of Owego Court by Justice Patrick Hogan and remanded to the Tioga County Jail with no bail. Arrest warrants were issued by Justice Patrick Hogan for Isaiah J. Ramirez for the charges of Robbery 1st degree, Criminal Possession of a Weapon 2nd degree and Grand Larceny 4th degree, and the Sheriff’s Office is presently seeking his whereabouts. Ramirez is described as a white male, approximately 5’9” tall and 230 pounds with brown hair and brown eyes. This incident is not believed to be an isolated incident and the investigation is ongoing. Anyone with information about this or related incidents, or information concerning the whereabouts of Isaiah J. Ramirez is encouraged to contact the Tioga County Sheriff’s Office at 687-1010.

Staviski, age 25, of 213 McCarthy Road, Lindley, NY Arrested on 10/09/2018 at 4:35 PM for Driving While Ability Impaired (Drugs) and Criminal Possession of a Controlled Substance 7th. These charges resulted from a vehicle stop in the Village of Spencer. Staviski was issued appearance tickets to appear before Justice Pat Hogan, Town of Spencer Acting Justice, on 11/14/2018.

10/05/18 Press Release Courtney M. Apgar, age 19, of 2255 State Route 17C, Barton, NY Arrested on 10/03/2018 at 1:30 AM in the Town of Tioga for charges of Harassment 2nd which resulted from a disturbance on 08/25/2018 at 16 Church Street, Barton, NY. The Defendant was issued appearance tickets and is scheduled to appear in the Town of Tioga Court in front of Justice Patrick Hogan on 10/24/2018 at 1:30 PM

The ATI Crew was working at the Bement Billings Homestead in Newark Valley on Sunday, September 30. This work detail was for the Apple Festival. They raked the grounds, stacked up fire wood, set up areas for parking, and cut back brush for the nature trails.

09/24/2018 Press Releases 1. Jon D. Hathaway, age 44, of 10 Golden Lane, Newark Valley, NY Arrested on 09/12/2018 at 6:23 PM for Criminal Contempt 2nd. This charge resulted for a violation of an order of protection that was issued by the Tioga Family Court. Hathaway was arraigned before Justice Patrick Hogan, Town of Owego Court, and was remanded to the Tioga County Jail on $500 bail or $1,000 bond. He is scheduled to reappear before Justice Patrick Hogan on 10/10/2018. 2. James M. Kapuscinski, age 26, of 11 Lynn Drive, Owego, NY Arrested on 09/15/2018 at 12:21 AM for Driving While Intoxicated (Misdemeanor), Driving with .08% or more Blood Alcohol Content, and No/Inadequate License Plate Lamps. These charges resulted from a vehicle stop on West Beecher Hill Rd. in the Town of Tioga. Kapuscinski was issued appearance tickets to appear before Justice Patrick Hogan, Town of Owego Court, on 09/26/2018. 3. Lucas C. Corwin, age 28, of 246 Owego Street, Candor, NY Arrested on 09/17/2018 at 5:02 AM for Possession of a Hypodermic Instrument, Criminal Use of Drug Paraphernalia – Scales, Criminal Use of Drug Paraphernalia – Packaging, and Unlawful Possession of Marihuana. These charges resulted from an investigation of a larceny that occurred on West Main Street in the Village of Owego. Corwin was issued appearance tickets to appear before Justice Dave Boland, Village of Owego Court, on 10/02/2018.
