Two Arrested for Stealing a Vehicle On Saturday, October 27, 2018, at about 8:56 p.m., Officer James Philp was dispatched to 2904 1st Street, Gulf Winds Residential Treatment Center in reference to a stolen vehicle. Officer Philp was notified the vehicle was a gray GMC Envoy. The vehicle was allegedly taken by two residents who ran away from the facility but the reportee was not sure the name of the runaways. While en route to the call, Officer Philp noticed a vehicle matching that description at McDonalds. He stopped to run the license plate when two subjects walked out of the restaurant and approached the vehicle. Officer Philp contacted both subjects and identified them as Tristan W. Rutland, 17, and Johnson T. Hoang, 17. While doing so, dispatch advised the vehicle was registered to Gulf Winds. Both subjects were detained, and Gulf Winds was contacted. A representative of the facility made location to pick up the vehicle and advised Gulf Winds would file charges on the subjects. They were placed under arrest and transported to the Matagorda County Jail without incident. Both were booked in for Unauthorized Use of a Motor Vehicle.

Bay City Woman Arrested on Multiple Charges On Wednesday, September 26, 2018, at 6:53 p.m., officers were dispatched to 3000 Avenue F, Creative Care Day Care in reference to disorderly conduct. While en route, officers were notified an intoxicated female was on location attempting to pick up her children. Upon arrival, Officer Reyna Perez, observed the female identified as Krystal Broussard, fighting with employees who were attempting to protect Broussard’s children. Officer Perez attempted to take Broussard in custody when she began resisting arrest. Other officers arrived on location and were able to get Broussard in restraints. She then began kicking and making it difficult for officers to put her in the patrol unit. After speaking with employees who observed Broussard drive up to the Day Care, Officer Reyna obtained a warrant for a specimen of Broussard’s blood. While at the jail, as EMS was drawing Broussard’s blood, she took one of the vials and broke it with her teeth. She was then taken to Matagorda Regional Hospital where she was treated and released. Broussard was booked into the jail for Driving While Intoxicated, Resisting Arrest/Transportation, and Tampering with Evidence.

Those visiting the police department this month might think they're in the wrong place. Our lobby is a bit spooky. Our records and dispatch divisions are participating in a week full of events planned by City Hall to celebrate National Customer Service Week. The place looks so good we'll have to leave it up for the trick or treaters at the end of the month. Special thanks to our records and dispatch personnel who donated all the decorations as well as their time this weekend to get the office ready.
